Description
NASA/Glenn Research Center is currently conducting a progressive competition todefine, design, develop, and produce the Power Conversion Unit.This effort is a full and open competition and is being acquired in two distinct phases.The initial first phase included the Design and Analysis of the Full Scale PowerConversion Unit and was awarded in May 2008. This second phase includes the Fabricationand Testing of the Full Scale Power Conversion Unit.The initial phase solicitation was described in the November 14, 2007, FedBizOpps and onthe NASA Acquisition Internet Service.The initial phase contracts were awarded to Barber Nichols and Sunpower Inc. on May 29,2008.A progressive competition strategy will be used with down-selection of sources from theinitial phase to determine the single second phase contractor.The competition for thesecond phase will build on the results of the initial phase, and the award criteria forthe second phase includes successful completion of the initial phase requirementsidentified below. Accordingly, NASA anticipates that only the initial phase contractorswill be capable of successfully competing for the second phase. A new, formalsolicitation will not be issued for the second phase.Instead, proposals will be requested from the initial phase contractors by a LetterRequest For Proposal (RFP) that will include detailed proposal preparation instructionsand evaluation criteria.However, any responsible source may submit a proposal for the second phase, and theseproposals will be considered by the Agency. Prospective offerors for the second phaseother than the initial phase contractors will be provided all the material furnished tothe initial phase contractors necessary to submit a proposal.To be considered for the second phase award, offerors must demonstrate a design maturityequivalent to that of the initial phase contractors, such demonstration to include thefollowing initial phase deliverables upon which the second phase award will be based: COMPLETION OF A FINAL DESIGN REVIEW AND DELIVERY OF THE PHASE I FINAL REPORT.Failure to fully and completely demonstrate the appropriate level of design maturity mayrender the proposal unacceptable with no further consideration for contract award. NASAanticipates requesting proposals for the second phase on or about May 1, 2009 andproposals will be due 30-45 days thereafter.Detailed second phase requirements are:Phase II Fabrication and Test (Period-of-Performance not to exceed 30 months)1. Kick-off Meeting (ATP + 1 week)2. Phase II Work Plan (ATP + 1 month)3. Final Drawing Package (ATP + 6 months)4. Fabrication Site Visit and Interface Requirements Document (ATP + 12 months)5. Fabrication Site Visit and Hazards Analysis Report (ATP + 15 months) 6. Fabrication Site Visit and Test Plan (ATP + 18 months) 7. Fabrication Complete (ATP + 20 months)8. Contractor Acceptance Test at Contractor Facility (ATP + 22 months)9. Hardware Delivery to Government (ATP + 24 months)10. System Performance Test at Government Facility (ATP + 27 months)11. As-Built Drawing Package (ATP + 30 months)12.
