Description
The United States Department of Labor is conducting market research for an upcoming procurement requirement entitled "Scanning, Electronic Filing and Retrieval System" for the Wage and Hour Division (WHD), Employment Standards Administration (ESA). This procurement will involve development of a comprehensive electronic scanning, filing and retrieval system for historic and new WHD documents for use by WHD's national and field office staff. The system to be developed should be available for use at all times by WHD staff at the national office in Washington, D.C., and at field offices throughout the country. WHD is seeking a system that will incorporate a pre-determined list of tag words, or metadata, and files which would be used for historic documents as well as current and future documents. WHD seeks to implement a program to convert seventy years of historical records, including regulatory histories, opinion justifications, initiatives, and other key documents, into easily retrievable and accessible digital records. Currently, WHD has 2,000 linear feet of paper records. WHD still uses these records as a basis for current legal interpretations, policy determinations, and legislative and program analyses. Many of the documents, dating back to the 1930s, are extremely fragile and irreplaceable. In addition, WHD has thousands of historic documents currently stored in bookcases, file cabinets, cardboard boxes, and card catalogues that can never be replaced if damaged or lost. WHD must also develop a logical, cross-agency system for filing, retrieving, and searching electronic document files to enable WHD staff throughout the country to quickly save, file, and retrieve documents. In addition, WHD's electronic library would be tagged with a records retention schedule established by the National Archives and Records Administration. WHD would also convert current paper-based work processes. This program would enhance current physical space, reduce the need for storage areas, preserve important records, and increase accessibility of compliance documents to field staff and the public. Additionally, this initiative enables WHD to comply with the National Archives and Records Administration and OMB Circular No. A-130 electronic records regulations, with Federal Enterprise Architecture Framework and with DoD Directive 5015.2. Interested contractors responding to this Request for Information (RFI No. DOL099RI20672 will be required to indicate their ability to fulfill the requirements that are stipulated below: 1. Scan approximately 2,000 linear feet of historic documents, many in very fragile condition, on site at the WHD national office in Washington, D.C. 2. Build an electronic filing/retrieval system which automatically recognizes WHD-provided lists of tag words and automatically sends scanned records to one or more files pre-determined by WHD. 3. Build an electronic tag system which indicates National Archives and Records Administration schedules and sends records at tag dates to NARA automatically or by prompt. 4. Ensure the same electronic file/retrieval system can be used at computers or laptops by WHD investigators and other staff members throughout the country when new documents are saved. 5. Ensure the electronic system is accessible on a shared drive and is accessible to all WHD staff throughout the country. 6. Divide access between public and WHD-restricted. 7. Integrate with other WHD IT systems as necessary. 8. Build in document protection to protect authenticity. 9. Build in a FOIA-releasable database. 10. Stage implementation of the new system and provide training to WHD national and field staff. All interested parties who can provide the listed services are invited to submit in writing, no later than 1:00 p.m., eastern daylight time, April 15, 2009. notice, a package entitled, "Statement of Qualifications/Capabilities Statement" (which must include contractors' indication of their ability to fulfill requirements 1-5). The Statement of Qualifications/Capabilities Statement package must be transmitted under a cover letter. The cover letter must cite the following information at a minimum: 1. Response to RFI No. DOL099RI20672 2. Vendor's company name, address, contact information 3. Vendor's DUNS number 4. Business size standard/classification 5. GSA Schedule Number, if applicable The closing date for the receipt of responses is April 15, 2009, at 1:00 p.m. Eastern Daylight Time.
