Description
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered RFQ AG-0116-S-09-0052 on or about April 17, 2009, for the Snipe Creek Instream Restoration project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after April 17, 2009, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. NOTE REGARDING FEDBIZOPPS LISTINGS. The FedBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the Ketchikan listing. PROJECT DESCRIPTION. The intent of this contract is to provide for the complete project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract. The work is to rehabilitate approximately 2,500 ft of stream corridor and the adjoining floodplain by constructing twenty log structures. Open up access, repair, reconnect and improve drainage along 1.5 miles of old logging road. Harvest and stage approximately equal to 55 second-growth conifers with rootwads attached, for helicopter transport. Work includes clearing, excavation, construction of log structures, staging of materials, construct and place erosion control devices, reopen approximately 8,000 ft access road, reconstruct 700’ of road for equipment access, pioneering 230’ of access road with puncheon, repair five stream crossings and supply equipment and labor rental to perform the work. Road will need to be opened and second-growth trees staged on access prior to helicopter arrival. All wood required for construction will be staged by helicopter, near or adjacent to each structure under a separate contract. PROJECT LOCATION. The Snipe Creek Instream Restoration Project site is located on the Craig Ranger District, Prince of Wales Island, in the Cable Creek watershed off of the Hydaburg Highway 913. The work sites are located in Snipe Creek, and the equipment access point for the project is located along the Hydaburg Highway 913, ~ 1 mile south of the Polk Road (FS Road 21). Foot access for the project is the Trocadero Bay Trail (FS Trail 51737), located just south of the Cable Creek highway crossing. The trail leads to Snipe Creek and the access road to be opened is located on the west side of Snipe Creek. The Project area is located approximately 13 miles west of the City of Hollis on the (Hydaburg/Craig) State Highway 913. All work is on or adjacent to the main access road. The Prince of Wales Island communities are small cities with most facilities available in the Craig and Klawock area. The Prince of Wales road system is accessible only by marine or air transportation. Prospective bidders are urged and expected to inspect the site where the work will be performed. SOLICITATION DETAILS. The following preliminary details are provided for the benefit of prospective bidders, but are subject to change in the actual solicitation. Contract type: firm-fixed-price. Period of performance: 65 days after issuance of notice to proceed. Solicitation type: Request for Quotes, posted on this FedBizOpps website for viewing and printing on or after April 17, 2009. Quotes will be opened approximately 30 days after solicitation issuance. Contract award date: within 60 days after bid opening. Notice to Proceed date: within 15 days after contract award. OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the Internet. However, a prospective bidder may request a paper copy by faxing a note to 907.747.4289 specifically requesting a paper copy of solicitation RFQ AG-0116-S-09-0052. In such a case, a copy will be put in the mail. Telephone requests cannot be honored. PARTICIPATION. This project is a Small Business Set-Aside. All responsible sources may submit an offer which shall be considered. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before April 14, 2009. Indeed, all prospective bidders are invited to notify the contracting officer of their interest in the acquisition. FOR MORE INFORMATION.
