- The United States Department of Energy, National Nuclear SecurityAdministration (NNSA), Office of Business Services is contemplatingnegotiatinga sole source contract with Dillon Aero, Inc., Scottsdale, Arizona, undertheauthority of 10 U.S.C. 2304(c)(1), and pursuant to FAR 6.302-1(a)(4)(c).TheOffice of Business Services anticipates that this effort will be availableonlyfrom the original source. This is predicated on substantial duplication of cost to the Government, which is not expected to be recovered throughcompetition. Dillon Aero, Inc., is the exclusive manufacturer of theM134D,7.62mm Mini-Gun, and owns the patent on the clutch/feeder/delinker, acriticalrequirement for the use of the M134D. For this reason, Dillon Aero, Inc.,isthe only vendor that can provide the specific weapon required by NevadaTestSite (NSO) Protective Forces. The applicable NAICS code for the proposedacquisition is 332994 with a size standard of 1,000. Interested partiesmayprovide evidence of their capability to accomodate this requirement andmustrespond by April 17th, 2009, 4:00 P.M. (MST). Responses should besubmitted toMr. Larry P. This'Notice of Intent' to sole-source is not a request for competitiveproposals.A determination not to compete this proposed contract action is solelywithinthe discretion and authority of the Government. Information received willnormally be considered solely for the purpose of determining whether tosolicitthis requirement as a 'full & open' competitive procurement. Noreimbursementfor any costs associated with providing capability statements will beprovidedby the NNSA.
