Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region has a requirement for application of protective coatings to mitigate corrosion on steel and cast steel surfaces. Due to time constraints, it is often necessary to schedule coating work into specific calendar timeframes to insure that coating does not interfere with other critical-path major maintenance schedules. The area of steel to be coated varies depending on the work schedule. In some years, less than one hundred square feet per year is coated, whereas in other years thousands of square feet are coated in a single year. In the first years of this contract, coating work will include more than an estimated 20,000 square feet of penstock coating and an estimated 450 square feet of turbine component coating. All work shall be performed in accordance with the Bureau of Reclamation criteria, methods, and procedures in the contract and the general specifications contained in each individual Task Order. All Offerors must be skilled and experienced in surface preparation and in the application of specified coating materials. The Contractor shall manage the entire coating removal project, provide qualified, skilled labor and supervision and materials as specified in each Task Order. Submittals after contract award shall include, but are not limited to, the following: (1) A Health and Safety Job Plan. (2) Technical requirements for surface preparation and coating. (3) Environmental regulatory requirements related to hazardous paint removal, and disposal. (4) A current copy of their Society of Protective Coatings (SSPC) QP2 certification. The proposed contract will be an Indefinite Delivery-Indefinite Quantity type contract with a base and one or more option periods. Fixed-price task orders will be issued as each phase of the job is scheduled in coordination with generating unit outages. The estimated magnitude of each task order is $10,000 to $300,000 with a total contract value estimated between $1,000,000 - $3,000,000. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 238320 Painting and Wall Covering Contractors, size standard of $14.0M. Capability statements are to be submitted not later than April 17, 2009. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type ( 8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed coating work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed. (3) A current copy of the Society of Protective Coatings (SSPC) QP2 certification. Capability statements shall not exceed five pages in length. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
