- The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is conducting a sources sought notice to locate business concerns for the measurement, modeling, and assessment of the environmental and psychological effects of transportation systems, particularly in US National Parks. The primary focus of the program is to develop a new capability to assess the interdependencies between transportation-related noise, emissions, and general annoyance in communities and pristine environments, and to provide comprehensive impact and mitigation analyses to inform environmental policy decisions. The nine main tasks of the measurement, modeling, and assessment capability shall involve: 1. Perform environmental impact measurement in the following areas: Fixed-wing aircraft and rotor-craft noise; Ground-based vehicle noise; Guided transit noise and vibration; Aircraft air emissions and dispersion; Maritime mode emissions; and Ambient sound levels in low-level environments; 2. Reduce and analyze acoustics-related and airborne emissions-related data; 3. Provide operational expertise, including transportation statistics and route analysis; 4. Develop codes and algorithms for acoustics and emissions computer models; 5. Prepare, develop, analyze, and report on the following model-based scenarios: Aircraft performance; Airport noise; Sound propagation over various ground and water types and through diverse atmospheric conditions; Noise barrier performance; Ground-based noise; Guided transit noise and vibration; Noise in low-level environments; Noise/emissions trade-off analysis; and Air pollution dispersion; 6. Prepare acoustics-related and airborne emissions-related training and guidance materials (e.g., manuals, CD-ROMs, audio-visuals); 7. Provide expert assessment in the following areas: Environmental assessments, environmental impact statements, and other regulatory documentation; Social surveys related to noise and emissions; and Noise and emissions impact on humans and wildlife, including human response, sociological research, and psychological research; 8. Provide logistical support for various conferences, meetings, and workshops, including travel and catering; and 9. Provide in-depth research support into various technical, database, and engineering problems, including significant student support, literature reviews, and laboratory time. Information provided should be detailed in the area(s) above so the Government can assess the ability of your company to provide the described services. All Offeror capability information shall include: Contract number; Customer (DOD agency, other Government agency, private industry); for government contracts the Contracting Officer's Technical Representative (COTR) name, telephone and fax numbers, otherwise for private industry Contracts POC; contract value and type of contract; period of performance; and description of product/services. All of the information sought should be conveyed in no more than eight (8) pages. Font size should be between 11-12 with page size set at 8 X 11, doubled spaced in either Word (2007 or earlier version) or PDF. Each response must reference the sources sought title. The NAICS Code for this acquisition is 541990 and the small business size standard is $7.0 million. In accordance with the NAICS provided, all Offerors must state whether they are a large or small business. Offerors are requested to provide their DUNS and CCR numbers. Interested parties must respond to this announcement electronically (via email) within 15 days of publication. Mailed, telephonic, and faxed requests will not be honored.
