- Solicitation DISA/DITCO intends to issue a Sole Source contract to: Deltek, Inc., 13880 Dulles Corner LN, Herndon, VA 20171-4685. This follow on procurement is for wInsight software maintenance renewal for Navy ERP, Patuxent River MD 20670. The solicitation number is HC1028-09-T-2107. The NAICS code is 511210. Estimated cost of procurement is $84,000.00. The period of performance is date 1 April 2009 - 31 March 2010. The statutory authority for Sole Source is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). Companies that can provide the above listed software product must request a copy of the Solicitation not later than 10:30 AM (CST) 6 March 2009 via the following address: tina.book@disa.mil or 618-229-9221. All responsible sources may submit a quote that will be considered. The resultant contract will be a firm fixed price purchase order. Justification: IAW 10 U.S.C. 2304( c )(1) or 41 U.S.C. (c )(1) and FAR 6.302-1, Only one responsible source. Market research was conducted to identify authorized resellers of the required software maintenance. Navy ERP is utilizing wInsight because it is the only data formatting tool that DASSIAN Software imports it's data into in the format required by NAVAIRSYSCOM and DoD. DASSIAN is Navy ERP's Earned Value Management (EVM) Tool. wInsight is being utilized by most of the DoD and the industries that support the DoD programs as the recognized industry standard for EVM analysis and reporting. Without the use of wInsight, commands would not be able to report their EVM data into the required format and would be considered non-compliant by DoD. Non-compliance with DoD mandated reports puts programs at risk for loss of funding and thereby causing work stoppages across the DoN. Market research concluded that Deltek is the manufacturer and maintains sole proprietary rights to wInsight Software and Maintenance. No other vendor, reseller or distributor is legally authorized to sell wInsight maintenance. To procure new software and increase labor hours for training would be a s ubstantial duplication of cost to the Government that is not expected to be recovered through competition.
