Description
Research and Development Sources Sought Notice This is a Research and Development Sources Sought notice for potential contractors to provide research services for the Veterans Evidence-Based Research, Dissemination and Implementation Center (VERDICT)/ Veterans Health Administration Health Services Research and Development (VHA HSR&D) Research Enhancement Award Program (REAP), South Texas Veterans Health Care System, San Antonio, Texas 78229. Intent is to award a firm fixed price contract with one base year plus four (4) option years. In San Antonio the institution shall provide a collaborative partnership and administer National Institutes of Health (NIH) and other federal grants. One of the 6 application requirements to become a REAP is: "Health Services Research Capacity and Academic Collaborators. Applicants are expected to develop significant health services research capacity and establish partnerships with academic collaborators who provide resident expertise in health services research methodologies." By definition HSR is a multidisciplinary field with researchers whose expertise is usually in a clinical specialty or a social science. All VA studies involving humans (which includes most HSR studies) requires Institutional Review Board (IRB) approval so that the privacy and rights of the humans will be protected. The South Texas Veterans Health Care System has no IRB of its own and must use the institution's IRB. The NAICS code is 541720 with a business size standard of $7.0 million. Contractors must be registered in Central Contractor Registration (CCR) (http://www.ccr.gov/). The solicitation issue due date will be on or about April 28, 2009. Further details will be provided on the request for proposal. The solicitation will be posted on Federal Business Opportunities (FedBizOpps) web page http://www.fedbizopps.gov/).
