Description
The purpose of this project is to perform Munitions and Explosives of Concern (MEC) removal and remediation for the 33-acres Open Burn/Open Detonation (OB/OD) Burning Grounds at site Operable Unit (OU) 5 located at the Cornhusker Army Ammunition Plant (CHAAP) in Grand Island, NE. The site contains dispersed and bulk gravel mines, as well as bulk TNT. In 2006 - 2007, a limited amount of clearance was completed at the site as a safety action before the site was transitioned to an MMRP site, which now requires additional work to achieve the clearances required for transfer of the property. There are three soil zones on this project. The Exclusion Zone (EZ) which encompasses the initial 26 grids (each grid is 100 x 100) - may require remote excavation and remote sifting. The Restricted Zone (RZ) additional grids - may require armored excavation and armored sifting. The Western Unrestricted Zone (WUZ) - additional grids may only require excavation with no sifting. The Contractor can assume that most of the excavated soils will be transported and placed at the CHAAP Pistol Range, with the rest of the soils requiring testing (for explosive, VOCs and metals) transport, and disposal at a Subtitle D Landfill. The Contractor will prepare draft and final Closure Reports detailing the investigative results, summarizing results of the previous site evaluation work and studies, and provide a final assessment of the site, including conclusions and recommendations. If proposed excavation and sifting operations are required to be remote and/or will have to be armored to protect personnel IAW DDESB TP 16 and DOD 6055.9STD. The draft EE/CA (Engineering Estimate/Cost Analysis) which will provide background and history on the site will be made available on ftp://ftp.usace.army.mil/ NLT 13 April 2009.
