Description
Brand Name Justification for Intent to Sole Source The GSA (General Services Administration), Heartland Global Supply, FAS intends to award a brand name order based on the authority of Federal Acquisition Regulations (FAR) 13.106-1(b)(1) for National Stock Number (NSN) 5180-01-075-0766. The IPD (Item Purchase Description) is written IAW (in accordance with) a brand name part number. GSA has determined that this brand name part number is the only item that will meet the requirements of this NSN. GSA manages this NSN and procures this NSN on behalf of our customers. There are several distributors of Alcoa brand name parts. The brand name justification is as follows: NSN 5180-01-075-0766 is a brand name item, written IAW with Alcoa Global Fasteners, Inc. (Division of Rosan) part number KM30. This Fluid Adapter Tool Kit is used to install/remove Rosan fluid fittings, (adapters, check valves, filters, quick disconnects and reducers) with size 06 port end. This kit is used on H-1 helicopters, models AH-1W, UH-1N, AG-1Z and UH-1Y, with hydraulic systems operating between 1500 and 3000 PSI. Rosan fittings are designed to function as unions with one end connected to the port of a unit and the other end connected to the tube assemblies, per NAVAIR 01-1A-20, aviation hose and tube manual. This item is in support of peculiar support equipment not common to civilian type aircraft. The above outlines and justifies this brand name item IAW FAR 13.106-1(b)(1), 13.106-1(b)(3), 5.102(a)(6) and 11.105(a)(3). Since the anticipated cost is under the simplified acquisition threshold, FAR 13.106-(b)(2), 13.5 and 6.302-1(c) do not apply. This is not a solicitation or request for quote. The GSA has only one brand name item for this procurement that is in the Government’s best interest. If there are any other potential items, submit your capability statement via email to Fran Bock-Waldo, Contract Specialist, at fran.bock-waldo@gsa.gov, no later than COB 4/9/09. The determination to not compete this requirement is at the discretion of the Contracting Officer IAW FAR 13.106-1(b).
