Description
NOAA National Marine Fisheries Service (NMFS) Southwest Fisheries Science Center has a requirement for a vessel charter to conduct pelagic longline surveys of juvenile shortfin make and blue sharks in the Southern California Bight (SBC). Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. The contractor will be required to provide a vessel to complete the following research objectives: 1) Conduct the juvenile shark abundance survey, occupying each of the 7 standard stations twice and alternate stations as time permits. 2) Tag and release healthy sharks with conventional tags, OTC, and satellite archival tags for age and growth validation and migration patterns information. 3) Collect biological samples from animals that do not survive including muscle, heart and reproductive tissue, stomach contents and whole specimens. 4) Conduct oceanographic measurements in the survey areas. 5) Record and document species captured and determine distribution by size and area. The resulting contract will have a base survey period from approximately June 1, 2009 through August 31, 2009, with the charter ideally occurring between June 15, 2009 through July 15, 2009 and two option periods at approximately the same time period in 2010 and 2011. Minimum overall vessel length required is 60 feet with maximum vessel length of 100 feet. Minimum continuous cruise speed of vessel shall be no less than eight (8) knots. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about April 17, 2009 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. The estimated response due date is May 26, 2009; however, the actual date offers are due will be stated within the solicitation documents.
