Description
Contracting Office: Program Executive Office, Simulation, Training and Instrumentation (PEO STRI) 12350 Research Parkway Orlando, FL 32826 DODAAC: W900KK Subject: Common Army Ranges and Target Systems (CARTS) Proposed Solicitation Number: W900KK-09-R-0025 (NEW) Contract: Multiple Award ID/IQ Contracts Description: PEO STRI, Solicitation W900KK-09-R-0025, Common Army Ranges and Target Systems (CARTS). This will be a Multiple Award Indefinite Delivery/Indefinite Quantity contract(s). The aggregate ceiling of the contracts is $400 million, based on the total estimated cost of future requirements for five years. This pre-solicitation notice update highlights some of the changes: 1. There will be four LOTS total with two (2) LOTs targeted for full and open competition and two (2) LOTs as Small Business set-asides. LOT I Range Devices - Full and Open Competition This area is intended for advanced range and target devices used within training ranges to provide threat and battle-space realism cues, provide instrumented feedback and control, provide communication infrastructure and bridges (long and short distances respectively), and target position device infrastructure management. In general these devices will be compliant to the Future Army System of Integrated Targets (FASIT) standards and specifications. By exception case only, non-FASIT devices may be procured. LOT II - Range System Engineering/Integration - Full and Open Competition This area is intended for Minor Range Construction or modifications, Non-permanent training mock-ups, Integration and Installation, Communication network systems, Audio/video/digital data, Recording system, Editing system, After action review, Central control systems/software, Range Subject Matter Expertise, Visual Recognition skills, Technical Studies, Range Analyses, Rapid Prototyping, and Experimentation support and Scenario Generation. LOT III Advanced Target Silhouettes Small Business Set Aside This area is intended for new target silhouette development, and is not intended as a mechanism to purchasing existing/NSN target silhouettes. LOT IV Non-Permanent Live Fire Training Facilities Small Business Set- Aside. This area is intended for temporary/non-permanent training facilities designed to supplement existing capabilities, and includes indoor shooting facilities, breaching facilities, and live fire structures such as trains, planes, and urban artifacts/buildings. All awarded contracts will receive generic CLINs, which will support Technical Data deliverables, New Equipment Training, Technical Data Packages, Spares, and Consumables. Note that LOT I, III, and IV will be awarded at the LOT level, and not at the individual CLIN level within the LOT. Successful offerors will be required to fulfill all of the requirements of the respective LOT. Teaming will become necessary to fulfill all of the LOT requirements. 2. There will be CARTS Blanket Purchase Agreement(s) (BPAs) as part of the overall CARTS initiatives. The CARTS BPAs will be solicited through a separate Request for Information (RFI)/Source Sought. The purpose of the BPAs is for the procurement of items (such as paper silhouettes, bullet traps, and iron maidens) to support the range community. The BPA will be small business set-aside contracts. 3. A Government Form will be included within the CARTS Request for Proposal for companies who are not able to obtain a copy of TRACR via the LT2 Portal. 4. Release of the RFP is anticipated for 30 April 2009. In preparation for the release of the RFP, the following documents are released for comments/suggestions. They will be posted to FedBizOpss within 24 hours after the release of this notice. All of the comments and suggestions previously submitted were reviewed by the government and minor updates to the documents have taken place. Only new comments will be reviewed.
