Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is soliciting proposals on a full and open competitive basis (see important note below) for the development and implementation of a Technical Assistance (TA) Center to support the Statewide Family Network and Consumer Network Programs. The TA Center will also provide assistance to family and consumer groups across the country on issues related to education, training, self-help, leadership and partnership development, and consumer and family run services. The Statewide Family and Consumer Network Grantees will use the TA Center to support their work in infrastructure and business management development to build strong and sustainable organizations. They will use the TA Center to foster legacy planning and activity to sustain culturally competent leadership in enhancing consumer, family, and youth partnership in mental health systems transformation. The TA Center will also provide technical assistance to both the Statewide Family Network Program and Consumer Network Program in the collection of Government Performance and Results Act (GRPA) data. Activities will include data collection, data processing, analysis, and final GPRA data reports delivered to the Government Project Officers for both of the Network Programs. IMPORTANT NOTE: Section 565(b)(2) of the Public Health Service Act (PHS Act) establishes the statutory authority for the provision of technical assistance for grants authorized under Section 561(a) of the PHS Act. Section 565(b) provides that the Secretary, DHHS, may provide technical assistance directly or through grants to, or contracts with, public and non-profit private entities. Accordingly, in order to be considered eligible to compete for this procurement, offerors must be either public or non-profit private entities. Specific objectives of this contract include: developing a sound organizational infrastructure with sound business practices; developing a focus on evidence-based practices that demonstrates the value of family and consumer involvement in the implementation of mental health services at the state and local levels; developing strategies for implementing consumer and family friendly interagency collaboration at the state and local levels; developing strategic planning processes that are working documents for grantees and have a focus on sustainability; creating effective financing mechanisms that promote the missions of the grantees; and development of strategies that promote consumer and family-driven public policy development at the state and local levels. The anticipated period of performance for this contract is a base period of 12 months, plus four (4) 12-month option periods.
