Description
The Department of Veterans Affairs, VA Boston Healthcare System, has awarded a sole source contract for dental imaging software that is able to integrate with GENDEX intra-oral sensors and the Veterans Health Information System Technology Architecture (VistA) Imaging (VI) System using the Digital Imaging and Communications in Medicine (DICOM) v 3 protocols. A fixed price contract was awarded. It is the Government's belief that only Lead Technologies, Inc. d/b/a Medicor Imaging possessed the required capabilities to successfully meet this requirement. Please refer to the Sole Source Justification. This is not a solicitation or a request for information; it is notice of a sole source contract award. JUSTIFICATION AND APPROVAL VA241-P-1142 DENTAL IMAGING SOFTWARE SOLE SOURCE AWARD JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of (1) the agency and (2) the contracting activity: (1) Department of Veterans Affairs, VA Boston Healthcare System, Jamaica Plains, MA (VABHCS) (2) Department of Veterans Affairs, VA Boston Healthcare System, 940 Belmont Street, Brockton, MA 02301 2. Nature and/or description of the action being approved: Purchase dental imaging software with the following capabilities: 1.Able to integrate hardware from multiple vendors, particularly GENDEX intra-oral sensors, with the VABHCS Veteran's Health Information System Technology Architecture (VistA) hospital information system and approved for integration with the VistA Imaging (VI) System using the Digital Imaging and Communications in Medicine (DICOM) v 3 protocols; 2.Accept dental images from other Department of Veteran's Affairs (VA) medical centers 3.Accept dental images from DOD sources. 4.Integrate those images with the with the Document Storage Systems Dental record Manager Plus (DRM+) dental treatment record system. 5.Display the radiographs from the GENDEX sensors in proper orientation Purchase the installation and support of the above software. 3. Description of the supplies or services required to meet the agency's needs (including the estimated value): MiPACS software and licensing: Total Number of MiPACS Storage Server Licenses: 1 MiPACS Dental Enterprise Viewer Client Licenses: 50 Total Number of Exams: Unlimited DICOM Query and Retrieve: Unlimited Image Forwarding Capabilities Enabled Disabled - Network Load Balancing Capabilities Failover Clustering IMPLEMENTATION (INSTALLATION AND TRAINING) The MiPACS Dental Enterprise Storage Server will be installed on a VABHCS-supplied server and integrated with the VI system using the DICOM v 3 protocols. The MiPACS Dental Enterprise Viewer software will be installed at VABHCS dental service workstations as necessary to the maximum number licensed. This installation will include integration with existing (GENDEX intra-oral, panoramic, and film scanning) digital radiograph devices and other imaging devices as available and described as supported on: http://www.medicorimaging.com/dental/dentalviewer-hardware.htm "INSTALLATION: Installations will be performed on-site visit by one or more Medicor engineers to implement and configure the MiPACS Enterprise Imaging Solution components. "TRAINING: Medicor will provide four (4) days of on-site training for "training the trainers" divided between the Jamaica Plain and Brockton campuses. The duration may exceed four (4) days if necessary to integrate the MiPACS with the BHCS VistA and VI systems. The training support materials customary in commercial practice, i.e. documentation, reference guides, "cheat sheets", training videos, etc., for use during the onsite training and subsequent training sessions will be included. POST INSTALLATION SITE VISIT One or more Medicor engineers will visit BHCS between one (1) and three (3) months after the MiPACS Digital system is brought live. In the course of this visit, the engineer(s) will optimize Imaging Enterprise system performance and training. This will include one or more of the following, as agreed to at that time: ? Check the MiPACS Storage Server Health ? Check the Image Storage Server Health ? Verify that the appropriate back-up and recovery procedures are functioning properly ? Ensure that adequate image storage space is available in order to hold the digital images for the desired number of years ? Review administrative procedures used at the site ? Adjust the image capturing work-flow if needed ? Re-calibrate the capture devices to achieve optimal diagnostic image quality ? Offer additional training on the system components as needed ? Answer any questions by the IT staff or by the system users 4. Identification of the statutory authority permitting other than full and open competition: FAR 6.302-1 Only one responsible source 5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority sited: The proposed contractor offers the only solution which meets all of the requirements, including the requirements for compatibility with VI and displaying the GENDEX sensor data in the proper orientation. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be published: The MiPACS software is the only product which meets the requirements stated in Paragraph 2, particularly the integration of sensors and devices from multiple vendors, accepting dental imaging from DOD sources, and approved integration with VI. It is a proprietary product available from the developer. See Item 8. 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Cost determination will be made after solicitation and prior to award. 8.Description of the market survey conducted (i.e., names, of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. A market survey was conducted by Eleonore Paunovich, DDS, MS; Dental Imaging Consultant Office of Dentistry and reported in the paper "VA DENTAL DIGITAL IMAGING SYSTEM REQUIREMENTS" last issued in March, 2007. (Dr. Paunovich leads the digital dental imaging research for the Department of Veteran's Affairs.) 9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. No other software has been approved for integration with VistA Imaging and can be successfully used with different makes of hardware including the GENDEX sensors in use at VA, Boston Healthcare System. The only other software claiming to be usable with the GENDEX sensor does not always present the sensor data in the correct orientation. This misreprepresentation of the acquired image increases the chance of patient harm, and the software does not integrate with the DRM+ software, so other software alternatives are unacceptable to the VA, Boston Healthcare System. The requested software is employed in other VA facilities, thereby simplifying information interchange at both the VI and workstation levels. The requested software has been deployed world-wide by the U.S. Air Force in its dental clinics and is being considered for deployment by the U.S. Navy. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. The VI development team will continue to test dental software as presented to it. The VA Imaging Consultant for Dentistry will continue to monitor dental software approved for integration with the VI system.
