- This is a SOURCES SOUGHT notice, and not a request for proposals. The Detroit District of the U.S. Army Corps of Engineers is seeking interested firms that have the capability to provide marine construction services for a project that shall include, but not be limited to, providing all labor, equipment, and supervision for the deepening of the downstream approach channel to the Soo Replacement Lock, to be constructed in the future. The purpose of the work is to allow sufficient depth for future access of thousand-foot vessels to the Soo Replacement Lock. The channel will be deepened without an unwatering operation and therefore will require marine equipment and excavation methods. Approximately 46,000 cubic yards of overburden and 17,316 cubic yards of bedrock will be removed during excavation. Excavation will need to be accomplished without damage to adjacent approach walls or structures. Excavated material will be placed on the northwest pier in designated areas. The estimated cost of construction will be between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $33,500,000 in average annual receipts. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present a completed Sources Sought Information Request Form and all associated information specified therein. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages, including the response form. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit the Sources Sought Information Request Form and associated information via email only to the Detroit District Contracting Office at LRE-Quotes@usace.army.mil. Responses shall include the following information: (1)A completed Sources Sought Information Request Form. (2)If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. (3)A letter from the firms bonding company verifying that the firm can be bonded up to the amount of this project. (4)Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. (5)A statement identifying what portion of the work would be self performed, and how it would be accomplished. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format.
