Description
The Federal Detention Center at SeaTac, Washington, intents to negotiate a sole source procurement for a Food Waste Recycling program. The period of performance is a base year plus four one-year option periods. The contractor will provide a minimum of ten 64-gallon plastic, lidded toters for the disposal of food waste. The contractor will service the toters twice per week. Service includes proper collection of food waste, transportation of food waste to the contractor's composting facility, and sanitation of the toters. The Government intents to contract this procurement with Cedar Grove Composting of Seattle, Washington. The Government knows of no other source. This is a Simplified Acquisition with a total estimated value of less than $10,000 per year. This is not a request for proposals and there is no solicitation available. The proposed contract action is for services for which the Government intends to negotiate and award, subject to availability of funds, with only one source under the authority of FAR 13.106. Any responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals, bids or quotes. Interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name, address, point of contact, telephone number, business size, and a statement regarding capability to provide the specified procurement. Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements stated herein at a cost significantly more advantageous than the contractor named. All responses received within fourteen calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
