Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Request for Proposal (RFP) Small Business Set-Aside Solicitation for a Single-Award Task Order Contract (SATOC). The scope of services under this proposed contract includes preconstruction services. The purpose of this Single-Award Task Order Contract (SATOC) is to provide design and construction services for a broad range of military renovation and construction work, primarily for the Kansas City District, US Army Corps of Engineers, within the Wichita Area and McConnell Air Force Base, Kansas. As requirement develops, Requests for Proposals (RFPs) for projects will be issued for each Task Order. Task Orders will include primarily Military Construction (MILCON), or Operations and Maintenance (O&M) projects under the Support for Others program, may also be used under this contract. Task Orders will be negotiated to obtain a fair and reasonable price. Delivery Orders will range from $100,000.00 to $25,000,000 during in any one year period. Contract shall be for Three (3) years and total contract capacity will not exceed $50 million. The Base SATOC will be competed with the first Task Order listed below. Task Order 1: The successful offeror will be required to perform design/build construction of the MXG Consolidation & Forward Logistics Center Phase 2 at McConnell AFB, KS. This solicitation will include a site visit for Task Order 1. Information regarding the site visit will be included with the RFP package. The general scope of work for Task Order 1 includes, but is not limited to performing major renovations. Major work includes designing and delivering an efficiently functioning facility adjacent to the flight line by completing the renovation of Hangar 1107. The Hangar is 100,220 total ground floor gross square feet (SF), (mezzanines not included). It consists of hangar bays (slots), and concrete structures known as cubes. These cubes include offices, shop spaces, and small amount of storage with mechanical mezzanines on the roof of the structures. New and renovated spaces will provide 43,773 SF (4067 SM) consisting of caged storage areas within the hangar; renovation of the interior of cubes and new construction. The space is divided among the cubes as the following: east cube 8374 SF, center cube 1st floor 4805 SF, center cube 2nd floor 4158 SF, west addition 1st floor 4500 SF, west addition 2nd floor 6154 SF, west cube 1st floor 7224 SF and open storage of 8558 SF, all within the hangar envelope. New construction consists of the west addition, a completion of the second floor of the center cube, addition of two spaces above the west cube and addition to the east cube. Proposals received in response to the solicitation and will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. The estimated magnitude of this construction project is between $5,000,000 and $10,000,000. The Solicitation will be available on or about 20 April 2009, and Proposals will be due on or about 20 May 2009 (30 days from issuance of the solicitation). At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the Pre-solicitation announcement will be modified accordingly. Small Business Concerns are strongly encouraged to compete for this requirement and may wish to consider Joint Ventures, Mentor-Proteg Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to leverage and/or consolidate bonding and financial capacities. The Small Business Administration (SBA) must approve of any such arrangement. This announcement serves as the advance notice for this project. Note: Plan Rooms, Printing Companies, and various Trade Associations frequently register as Plan Holders for electronic solicitations and make them available in printed or CD-ROM format for a fee. Potential offerors with limited printing or downloading capabilities should consider these alternatives. Offerors are responsible for checking the website frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation.
