- This is a sources sought technical description to determine the availability and technical capability of small businesses to provide a multi-skilled workforce that will perform systems engineering and technical support services in support of Naval surface weapons programs. The primary focus of this notice is to identify interested 8(a) firms for information and planning purposes only. The work is currently being performed by SAALEX Solutions, Incorporated, under Cost Plus Fixed Fee (CPFF) contract N68936-05-D-0009. This is available at http://foia.navair.navy.mil The objective is to compete the requirement among certified 8(a) firms based on a review of the information submitted in response to this sources sought synopsis. The requirement is under NAICS 541330 and size standard $25M. Interested parties are requested to submit information that demonstrates they are capable of providing systems engineering and technical support services in support of Naval surface weapons programs including Air Defense Warfare (ADW) and Surface Warfare (SUW) test and evaluation operations and associated fleet weapons training exercises under the cognizance of NAWCWD Point Mugu, CA. The applicable systems incl! ude Naval surface weapons systems, shipboard launch and control systems, tactical data systems, and requirements analysis for Navy standard and Aegis unique full- and sub-scale aerial targets and surface targets including surrogate threat target systems required to support range operations and test. Government furnished property will be provided where necessary. Interested parties must possess the ability to obtain a SECRET clearance. In order for companies to specifically respond to this sources sought, a draft Performance Work Statement (PWS) is attached to this synopsis. If a contract is awarded for this effort, the Government anticipates using a cost plus fixed fee (CPFF), indefinite-delivery, indefinite-quantity (IDIQ), delivery order type of contract. The contract period is anticipated to consist of one base year with up to four one-year option periods for a total five year performance period beginning 01 February 2010. The anticipated level of effort is eleven! (11) full time equivalents (FTE) per year. However, contract type, duration, and level of effort could change. The work shall be performed primarily at NAWCWD, Pt. Mugu, CA. The solicitation is expected to be released in May 2009. Interested parties are requested to submit a white paper outlining their capabilities to perform the work described above. Submittals should include the following information: (1) A reference to schedule number N68936-09-R-0050 and the title of this announcement "Surface Weapons Test and Evaluation Sources Sought"; (2) Company name and address; (3) Name, phone, fax, and email of company representative; (4) If a U.S. or foreign company; (5) If a certified 8(a) firm; (6) If a teaming arrangement or joint venture; (7) Outline previous projects, specific work previously performed or being performed; (8) DCAA or DCMA points of contact; (9) and all specific and pertinent information that addresses the technical requirements for which capability is being sought and that would enhance our consideration and evaluati! on of the information submitted. Interested parties should appropriately mark any data or information submitted with proprietary or restricted data rights legends if such markings are required. This announcement is open until 4:30 PM Pacific Time, 20 April 2009. Submittals should be no longer than ten (10) pages and electronically submitted to anita.dale@navy.mil before 4:30 PM Pacific time on 20 April 2009 or by fax to 805-989-1613. Interested parties are strongly encouraged to prepare submittals after reviewing the attached draft PWS. Submittals are capabilities statements for consideration by the Government in acquisition planning. Interested parties are advised that the information submitted may not be used for a procurement action. This sources sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and! the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for the preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
