- The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c)(1), with Astrium GmbH, Dachauer Str. 665, Munchen, Germany, for maintenance and repair of one (1) neutron velocity selector, NVS-014. Sole Source determination is based on the following: NIST Center for Neutron Research in Gaithersburg, Maryland, currently has five (5) neutron velocity selectors (NVS). The basic requirement is the maintenance and repair of one (1) neutron velocity selector NVS-014 (NIST property number 573386) to be performed by Astrium GmbH this year (Base Year). The proposed acquisition will include 20 option items (5 option line items per year) for maintenance and repair of five (5) neutron velocity selectors (NVS-014, NVS-016, NVS-022, NVS-027, and NVS-047). About once a year, depending on the vibration/BCU signal and/or operation conditions of the NVS, an inspection/maintenance of the NVS must be performed by Astrium GmbH in order to keep the equipment operating to its original manufacturer’s specifications. Therefore, NIST requires maintenance and/or repair to be performed on each NVS. Astrium GmbH is the manufacturer that configured these NVS’s to NIST specifications. These NVS’s operate under vacuum at very high speeds, 16,000 rpm (about 270 revolutions per second). At these speeds, both the bearing and the balancing become very critical. The work required is disassembly, replacement of bearings, reassembly and balancing and performance testing, which requires knowledge of proprietary drawings and procedures and experience that Astrium alone possesses. This vendor combines the expertise required to achieve the mechanical stability of the rapidly rotating mass, provide the required tilt capability, and manufacture the specialized construction of the neutron absorbing blades. Astrium is the only vendor in the world that builds and services these machines. Astrium does not license other vendors to service their machines. As a result, Astrium GmbH is uniquely qualified to satisfy the Government’s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by April 17, 2009, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
