- This is a combined synopsis/solicitation to establish a Blanket Purchase Agreement (BPA) for commercial items prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included in this notices. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is HSFEHQ-09-Q-0058 AND IS ISSUED AS A Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code of this procurement is 721110. The small business size standard is $6.5 Million. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAX) 2005-19 effective 17 September 2007; FAC 2005-20 effective 06 September 2007 and Class Deviation 2005-o0001. The purpose of this solicitation is to provide the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) with quality Hotel Space for personnel located at 500 C Street SW Washington DC 20472. The contractor shall make available up to an estimated 35/50 single/double occupancy rooms with 24 hours notice. The period of performance will be from date of award for a period of one (1) year with 2 optional periods. The deadline for submitting a proposal is: Monday April 13 th 2009, at 12:00PM, local time. As a result of this solicitation, multiple Blanket Purchase Agreements will be awarded. All proposal/quotes should be submitted via US Mail to Sam Ansani 500 C street SW PP 5th Floor Washington DC 20472 Please reference Solicitaion HSFEHQ-09-Q-0058. NOTE: Phone Calls will NOT be accepted. All questions are due via email by 3pm EST April 7th 2009. Quotes provided should include but are not limited to a) Name and addresses (including phone numbers and Point of Contracts). B) Catalog or other company descriptive literature, and pricing, c) any offeror restrictions in meeting the desired criteria. D). Indicate your company CAGE code, DUNS and Bradstreet number, and Tax ID number. This request does NOT constitute a commitment, implied or otherwise, that procurement action will be issued. ADDITIONAL INFORMATION FOR YOUR CONSIDERATION Central Contractor registration (CCR) and Payment Information in accordance with FAR 4.1102, the Government requires contractors to be registered in the Central contractor Registration (CCR) database in order to facilitate Electronic Funds Transfer (ET) payment of deliveries or performance under the respective task orders. The contractor may register for CCR at http://www.ccr.gov/. Refer to FAR clause 52.232-33 The Data Universal Number System (DUNS) number is the primary vendor identifier in CCR. Therefore, to facilitate payment, include your DUNS number on every invoice submitted to DHS/FEMA. MANDATORY REQUIREMENTS: •1. Hotel must be compliant with Hotel/Motel fire Safety Act of 1990, 15 U.S.C 2201 et. seq (Public Law 101-391) and must hold a FEMA Certification Number (See http://www.usfa.dhs.gov/applications/hotel/ ) •2. Hotel must be compliant with American with disabilities Act (ADA), 42 U.S.C Section 12101 et. sep. HOTEL LOCATION AND ACCOMMODATIONS: •1. Located within 1 mile of 500 C Street SW Washington DC 20472 •2. Single occupancy rate to be within or less than Government per diem allowance. •3. Hotel located in safe, well-lighted area. Homeland Security Acquisition Regulation (HSAR) Clauses 3052.209-70, Prohibition on Contracts with Corporate Expatriates (Jun 2006), 3052.242-72 Contracting Officer Technical Representative (Dec 2003). DHS/FEMA reserves the right to award without discussions. STATEMENT OF WORK •1.0 GENERAL. 1.1 SCOPE. The purpose of this contract is to provide quality lodging for the Department of Homeland Security /Federal Emergency Management Agency (DHS/FEMA) personnel with a one (1) mile radius of 500 C Street SW Washington DC 20472. The Contractor shall make available up to an estimated 35/50 single/double occupancy rooms for DHS/FEMA personnel with 24 hour notification during the time period specified below as requested by the Contracting Officer's Technical Representative (COTR). 1.2 BACKGROUND. Hotels will be required on an as needed basis to host DHS/FEMA personnel. 1.3 CONTRACTOR PERSONNEL. The contractor shall provide a Primary Point of contact (POC) and Alternate POC who shall be responsible for all work performed under this contract. The POC shall be a single point of contact for the Contracting Officer (CO) and contract. The name of the POC shall be provided to the CORT as a part of the Contractor's proposal. The POC shall be available to the COTR via telephone and email and shall respond to a request for discussion or resolution of problems with two (2) days of notification. In the event the facility receives noise or conduct complaints, those occurrences shall be reported the next calendar day to the COTR. 1.4 KEY PERSONNEL. The Hotel POC and alternate shall be considered Key Personnel. Before replacing any individual designated as Key by the Government, the contractor shall notify the contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s).All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The contractor shall not replace Key Contractor personnel without acknowledgement for the Contracting Officer. The Government may designate additional contractor personnel as key in this contract. 1.5 PERIOD OF PERFORMANCE. The period of performance: Date of award for a period of one (1) year with 2 optional periods. 1.6 PLACE OF PERFORMANCE. The primary place of performance shall be located within 1 mile of 500 C Street SW Washington DC 20472. 1.7. HOURS OF OPERATION. The hours of operation o the specific hotel facilities check in and check out times are to be addressed in the quote to be incorporated by reference in the Blanket Purchase Agreement (BPA). 1.8 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of task orders awarded under this contract. 1.9.1 Housekeeping shall provide services to include changing towels, replenishment of toiletries, wiping down horizontal surfaces, disinfecting the shower, toilet and sink, vacuuming the floor, and changing of bed linens. All bath, shower, and sink fixtures (including the shower curtain), shall be free of rust and mildew. All rooms shall be free of any noxious and /or unpleasant odors and removal of trash daily. These services shall be provided once per day. 1.9.2 Hotel must meet the Hotel and Motel Fire Safety Act of 1990, 15 U.S.C 2201 et. seq (Pub Law 101-391) and must hold a FEMA Certification Number (See htt://www.usfa.dhs.gov/applications/hotel/) 1.9.4 Each room shall be equipped with smoke detector. 1.9.5 Provide a 24 hour per day staffed information lobby desk. 1.10 Lodging Requirements. 1.10.1 Hotel occupancy may be up to 60 days per person beginning from when the 1 st DHS/FEMA employee checks into the lodging facility. 1.10.2 Facility shall be located within a one (1) mile radius of 500 C Street SW Washington DC 20472. 1.10.3 Facility rooms shall have two (2) double beds for double occupancy rooms and one (1) King Size Bed for single occupancy. Each room shall include a television with cable, a telephone and an attached full bathroom with a sink, a wardrobe closet, a chair, a dresser, a night stand, desktop lamps, and alarm clock. 1.10.4 Notification Requirements The COTR will give the Contractor a written notice 24 Hours in advance as to the number and types of single/double occupancy/smoking or non-smoking) of rooms required. In addition, individual rooms may be cancelled in accordance with the contractor's standard cancellation policy. A daily quantity in excess of the estimate quantity will require bilateral agreement of both parties.
