- Description
- A sole source procurement is contemplated with Wayne State University (WSU), 656 West Kirby, 4001 Faculty Administration Building, Detroit, MI 48202-3622. WSU is the only known qualified source to perform this effort. US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) desires to procure Low Temperature Research services in the study of diesel engine performance under extreme cold ambient conditions. The detailed efforts required include but are not limited to (1) piston skirt and ring structural deformation; (2) split injection of JP-8 and alternate fuels such as synthetic JP-8; (3) four color optical studies on temporal distribution of gas phase temperature, wall temperature, carbon dioxide, water vapor, and carbon in an optical, single cylinder diesel engine; and (4) studies on pilot and/or early injection fuel chemistry utilizing experimental data and CHEMKIN routines to determine dominant reaction pathways for cold start ignition. Market research indicated that WSU is uniquely capable and facilitized to meet TARDEC's research requirements in a timely and cost-effective manner. Projected period of performance is eighteen (18) months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
