- NASAs GSFC has a requirement for Equal Employment Opportunity (EEO) CounselingServices.NASAs GSFC intends to purchase these services from Elizabeth A. Leader, in accordancewith FAR 13.106-Only One Responsible Source.In order for the GSFC Office of Equal Opportunity Programs (OEOP) to fully carry out itsdesignated responsibilities to counsel and investigate informal EEO complaints, OEOPrequires the assistance of EEO counselors, such as Elizabeth Leader. In this capacity,Ms. Leader assists OEOP by counseling aggrieved employees and/or applicants when theyinitiate informal EEO complaints. Counseling activities include meeting with aggrievedemployees and applicants; meeting with identified management officials who arepurportedly responsible for the alleged complaint; and preparing comprehensive counselingreports summarizing informal EEO complaints. Currently, OEOP has assigned 5 complex,informal EEO complaints to Elizabeth Leader to handle based on her vast skill, experienceand knowledge in the EEO arena. Elizabeth Leader is uniquely qualified to serve as an EEO Counselor for OEOP. She hasworked in various capacities in the EEO arena for over 30 years. As a result, she hasacquired significant skills, knowledge and expertise regarding the EEO process, and mostimportantly the regulatory timeframes. Further, Ms. Leader has intimate knowledge of theGSFC culture and workforce, as she has served as an EEO Counselor for OEOP for over 12years. Ms. Leaders skill, knowledge and experience are critical to OEOPs goal enhancingmission success by mitigating risk to resources (i.e, human and fiscal) through effectiveadministration and resolution of EEO complaints and issues, at the earliest possiblestage. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:00 pm local time onApril 17 2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis based upon responses to this notice, is solely within the discretion ofthe government.
