Description
RECOVERY - THIS IS NOT A REQUEST FOR BID THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, 8(A) SMALL BUSINESS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@dot.gov or by telefax to 720-963-3360 (Attn: Brenda McGehee) for receipt by close of business (4 p.m. local Denver time) on April 9, 2009: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm’s capability to bond for a single project of $9,000,000, and your firm’s aggregate bonding capacity; and (4) Detailed descriptions of projects your firm has completed as a prime contractor which are similar in scope to the work outlined under PROJECT DETAILS below. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Small businesses that need surety bonds to compete for construction contracts can qualify for U.S. Small Business Administration (SBA)-backed surety bonds of up to $5 million. The higher amount, a result of the American Rehabilitation and Recovery Act (ARRA), is more than double the previous $2 million maximum surety bond guaranteed by SBA. SBA assistance in locating a participating surety company or agent and completing application forms is available online. PROJECT DETAILS: This project is located about 33 miles east of the City of Show Low, Arizona on SH 260 via 173. The proposed project is in dissected plateau country with rolling and mountainous terrain. Elevation is approximately 9400 ft. The route is wholly within Apache-Sitgreaves National Forest. This project will consist of the paving of approximately 13.00 km (8.1 mi) of State Highway 273 beginning approximately 8.4 miles from the intersection of State Highway 260 (Approx. MP 385.8 to MP 393.9). Paving consists of 75 mm (3 in.) of Superpave Asphalt Concrete Pavement over existing 150 mm (6 in.) aggregate base. Also included are the Turn Around parking area, Universal Trail, and East Baldy parking area to be paved, striped, curb, and sidewalk installed. In addition to the main road and parking areas, this project will place Rolled Erosion Control Product between Sta. 35+980 – Sta. 36+200 Lt, & Rt. near the West Fork Little Colorado River Bridge. The construction of a Type 1 riprap rundown will also be placed at the same location, as well as other locations along the project. It is anticipated that this will be a one-season project. The project is anticipated to begin this summer and extend to late fall of 2009. The proposed project will complete the previously constructed project AZ PFH 43-1(2) project. There are 2 schedules for this project. Schedule A consists of 11.86 km (7.369 mi) of paving. Schedule B consists of 13.00 km (8.078 mi) of paving. The estimated price range for this project is between $4,000,000 and $9,000,000. The following are the estimated major bid items for this project: Lump sum Contractor Testing; 5,000 m3 of watering for dust control; 790 m3 of Class 2 placed riprap; 2,500 tons of aggregate base; 13.04 km of roadway reconditioning; 250 tons of magnesium chloride; 260 tons of Type 3 antistrip additive; 146,790 m2 of superpave, 12.5 mm nominal maximum size aggregate; 215 tons of prime coat; 1,210 tons of blotter; 67 tons of tack coat; lump sum materials transfer vehicle; 1,850 L of pavement markings; and 1200 hours of traffic control. All of the previous along with associated survey and staking, concrete curb, wheelstops, sidewalks, and accessibility ramps, and traffic control equipment.
