- Work of Art: " The Role of the Immigrant in the Industrial Development of America". by: Edward Laning. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format outlined in the Federal Acquisition Regulations (FAR) Part 12, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 05-27. This is a total small business set-aside. The estimated magnitude of this procurement ranges from $50,000 to $100,000. The associated North American Industrial Classification System (NAICS) code for this procurement is 484210, with a small business size standard of $25,500,000 annual gross sales and receipts for an average period of three years. BACKGROUND: The work consists of the inspection, de-installation, and transportation of the work of art entitled “The Role of the Immigrant in the Industrial Development of America” located at the Ceremonial Courtroom Emanuel Celler Federal Building and Courthouse at 225 Cadman Plaza, Brooklyn, NY to be transported to the GSA Storage Facility, 311 Hooffs Run, Alexandria, Va in accordance with the attached Statement of Work (SOW). REQUIREMENTS: Insurance: The Fine Arts Handler must have Fine Arts Insurance that has a minimum value of $1,000,000.00. Technical: The offeror’s technical proposal shall address each technical evaluation factor as outlined on the attached Evaluation Factors (pages 1-3); and include all completed reference sheets as required. Basis for Award: The Government will award a contract resulting from this solicitation to the lowest price technically acceptable firm. All offerors responding to this RFP must be registered in the Central Contractor Registration (CCR) before they can be considered for award. Information concerning CCR requirements may be viewed via the Internet at www.ccr.gov or by calling 1-888-227-2423. NOTE: The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. PERIOD OF PERFORMANCE: 60 calendar days after Notice to Proceed. ACCEPTANCE: Period of acceptance of offers: 120 calendar days. SUBMISSION OF PROPOSALS: All responsible sources that can provide and meet the above requirements shall submit four (4) copies of their RFP, including a signed SF-1449 “Solicitation/Contract/Order for Commercial Items” for the “The Role of the Immigrant in the Industrial Development of America” By Edward Laning by, 3:00 p.m. local time on May 5, 2009 The government anticipates a firm-fixed price contract.
