- The National Heart, Lung, and Blood Institute on behalf of the National Institute of Arthritis and Musculoskeletal Skin Diseases (NIAMS), requires the services of three to five contractors for a program entitled: “Ancillary and Complementary Research to the Osteoarthritis Initiative (OAI).” The nature of this program is to accelerate discoveries related to the onset and progression of knee osteoarthritis with particular emphasis on identification of modifiable and non-modifiable risk factors, better identification of markers of early disease and disease progression, development of more sensitive and specific indices for disease diagnosis and characterization, and identification of potential treatment targets. Through the development and conduct of these studies, the NIAMS expects to foster collaborations between the broader research community and the OAI investigators. Results from these investigations should improve our understanding of the genetics and pathophysiology of knee osteoarthritis and will be helpful in determination of risk for disease and development of interventions. The National Institutes of Health (NIH) has supported collection of blood samples, images, and clinical data from participants in the Osteoarthritis Initiative (OAI) since 2002, which has become part of a large public data base. This well-characterized population provides a rare and valuable scientific resource maintained under contracts between NIAMS and the OAI centers. Promoting optimal use on a national scale of such a resource requires a multifaceted, concerted effort that would likely exceed the research capacities of individual study locations, and of OAI as a whole. The NIAMS and the researchers it supports have a responsibility to the public in general, and the scientific community in particular, to encourage the most rapid scientific progress possible using these resources. In order to take full advantage of such resources and to maximize their research value, it is important to stimulate the use of these samples and data collected with public funds by the largest possible number of qualified investigators in a timely manner. Data and images are currently available through a website (www.oai.ucsf.edu) and images through request at the same link. The NIAMS seeks to support these investigations through the contract mechanism to ensure open access to the data and tools generated. The proposals should include sections on how data would be made available to the OAI for inclusion in the OAI database and other open access NIH sources. The program objectives are as follows: 1. Development of tools and resources to maximize public access to and use of the OAI database and image repository. 2. Development of novel and efficient tools for analysis of MR images and x rays that can be applied to large numbers of images with high degrees of reproducibility for diagnosis and monitoring of OA-related changes. 3. Identification and validation of risk factors for knee and hip OA including both modifiable and non-modifiable risk factors. 4. Determination of predictive role of MRI changes for subsequent radiographic and clinical outcome changes related to development of knee OA. 5. Analyses of efficacy of biobehavioral, pharmacological, and 'natural' interventions (including pain meds, over the counter, CAM, aids, vitamins, etc) that subjects use in response to OA pain. (Based on data already collected from the OAI) 6. Research focused on the trajectory of disease including effects on other joint structures such as muscles, ligaments, and bone, with regard to points where interventions could be made, especially for subsets, to reduce OA severity. It is anticipated that three to five cost reimbursement type contracts will be awarded for a period of 5 years beginning on or about June 1, 2010. The solicitation will be in the form of a Broad Agency Announcement (BAA) and will be available electronically on or about April 24, 2009 and may be accessed through the Internet at the following address: http://www.fedbizopps.gov. Proposals will be due on or about July 27, 2009. Offerors are responsible for downloading their own copy of the solicitation and for routinely checking the Internet site for any solicitation amendments that may be issued by the Government.
