Description
In accordance with A.M.S. 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAAAMS), industry is hereby informed that the FAA has a contract requirement technical engineering operational and research support for the Air Traffic Safety Action Program. The anticipated period of performance is approximately five months. The purpose of the market survey is to solicit statement of interest from industry capable of providing the needed support. The primary North American Industry Classification System Code for this requirement is 541330, Engineering Services. The small business size standard is $7 million per year average for the last 3 years. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Since this is for information and planning purposes, no evaluation letters or results will be issued to respondents. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. In order to make the above determination of interest the FAA requires interested vendors to submit a white paper which demonstrates the following: Demonstration of successful previous experience that supports the Offeror's capability to meet the Program requirements as identified in the SOW. The Offeror must be able to meet the requirements in the SOW during the specified period of performance, particularly in the areas of:-Web based training for employees, thereby allowing for individual web training, which will immediately allow for accelerated expansion of program-Developing web sites and applications-Developing and maintaining web based safety reporting form-Draft Integration Plan for ATSAP and ASIAS-Draft ATSAP and SMS Integration/Implementation Plan Demonstration of present capability to field the resources necessary to perform the requirements identified in Statement of Work. The Offeror must address the ability to recruit and retain qualified personnel in the specified period of performance. The white paper is limited to 25 pages. All qualified vendors must provide their submission via e-mail no later than 2:00 PM on April 13, 2009. Submission received after this date will be determined late and will not be considered. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. This is not a request for competitive proposals and will not result in a contract award. No collect calls or telephone inquiries will be accepted. This is an informational announcement. No solicitation exists; therefore do not request a copy of the solicitation.
