- The United States CECOM Contracting Center Army Contracting Command intends to solicit and award a follow-on five (5) year Firm-Fixed-Price/Time and Materials, Indefinite Delivery Indefinite Quantity (IDIQ) contract for AN/APR-39A/B(V) Radar Signal Detecting Sets (RSDSs); upgrade kits; and repair, integration, interim software support, and field support services. The previous contract for this type of requirement was a five-year IDIQ awarded to Northrop Grumman Systems Corporation. The Government plans to place Delivery Orders (DOs) or Task Orders (TOs) as need arises over a period of five (5) years. Each ordering period is defined as twelve (12) calendar months from date of contract award. The maximum contract ceiling for this requirement is $461.5M. DOs for the acquisition of hardware, RSDSs and upgrade kits, is planned to be on a Firm-Fixed Price (FFP) basis against previously negotiated range quantities. TOs will be issued using both FFP and T&M contract arrangements for repair, integration, interim software support and field support services. This synopsis is provided for informational purposes only and is not to be considered a request for proposal; however, all responsible sources that meet the above requirements may submit a proposal, which shall be considered by the agency. Posting of Solicitation Number W15P7T-09-R-M576, which has been assigned for this requirement, is forecasted on or about 4 June 2009. Proposal submission is required NLT thirty (30) days from issuance of solicitation. Projected contract award date is 25 September 2009. The US CECOM Contracting Center Army Contracting Command has established the Interactive Business Opportunities Page (IBOP) website as part of the Armys Single Face to Industry, to allow electronic transmittal of Request for Proposal (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM LCMC to Industry. A technical data package is not available for this requirement and therefore, one will not be issued with the solicitation.
