- The U.S. Department of Energy, Southwestern Power Administration(Southwestern) intends to issue an Invitation for Bids (IFB) to set, completely assemble, install, connect, field test, and place 69-kV Transmission Lines from New Madrid, MO, to Malden, MO, with the option to complete the Malden, MO, to Piggott, AR, to Kennett, MO, lines in complete readiness for operation immediately after installation. The Contractor will be responsible for the Installation/Replacements/Modifications for Static, OPGW, Conductor, Structure, and for preparing all the as built drawings including all field modifications. The Government will provide to the contractor: Hawk ACSS/HS285 477 MCM conductor, 3/8 HS Static Wire, Alcoa OPGW-24 fiber count, DNO-7513, 0.650-inch, and all poles and hardware for contractor pickup at designated location(s). This contract is to replace destroyed portions of Southwesterns transmission system caused by recent natural disasters and to restore communications and system reliability. In accordance with FAR 18.203 Incidents of National Significance, Emergency Declaration, or Major Disaster Declaration the acquisition will be a local area-set aside for companies within the following counties in Arkansas : Baxter, Benton, Boone, Carroll, Clay, Cleburne, Conway, Craighead, Crawford, Crittenden, Cross, Faulkner, Franklin, Fulton, Garland, Greene, Independence, Izard, Jackson, Johnson, Lawrence, Logan, Lonoke, Madison, Marion, Mississippi, Monroe, Montgomery, Newton, Perry, Poinsett, Polk, Pope, Prairie, Pulaski, Randolph, St. Francis, Saline, Scott, Searcy, Sebastian, Sharp, Stone, Van Buren, Washington, White, Woodruff, and Yell and all 114 counties in Missouri including the independent city of St. Louis, MO. In accordance with FAR 19.10, Small Business Competitiveness Demonstration Program, this project is solicited as Unrestricted. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $31 million. The magnitude of this project is estimated to be between $4.5 million and $5.5, million and the required project completion date is July 30, 2009. Contractor registration in the Governments Central Contractor Registry (CCR) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The anticipated release date of the solicitation package is on or about April 20, 2009, with bids being due on or about April 30, 2009. This solicitation will be issued in accordance with FAR 6.302.2 Unusual and Compelling Urgency; therefore, the response time is limited as stated above. Once issued, solicitation documents will be available electronically for download at http://e-center.doe.gov. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
