- The U. S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter, Picatinny Arsenal, N.J.07806-5000 is currently seeking qualified sources to manufacture triple-base M31A2 propellant. The 155mm Modular Artillery Charge System (MACS) comprises two propelling charges: the M231 charges for zones one and two, and the M232A1 charges for zones three or higher. The M31A2 is the 7-perforated cylindrical granular triple-base propellant for the M232A1 propelling charge. The government intends to increase Option III (FY10) exercisable quantities under contract W15QKN-08-C-0062 based upon estimated increases in Army and USMC requirements. It is estimated that an additional 6M-lbs will be needed to satisfy requirements. A prospective contractor will need to produce lots of M31A2 propellant consisting of approximately 400K lbs each lot. The first production lot would be due approximately 180 days after award, with subsequent lots due every 45 days thereafter. The contractor should have applicable experience in efforts of similar production quantities as shown in delivery schedule and large storage capacity as well as meet ballistic requirements of the M232A1 ballistic firing tables. Firms with experience in the areas cited above should submit literature /brochures not exceeding 20 pages describing a summary of their company capability including a description of facility, personnel and past experience to meet this procurements requirements, not later than 16 April 2009. All information is to be submitted at no cost or obligation to the Government. This acquisition is limited to Canadian Commercial Corporation with a 100% subcontract to General Dynamics Ordnance and Tactical Systems Canada - Valleyfield See Note 22.
