- The Naval Surface Warfare Center Panama City Division intends to award a sole source purchase order to Seacon Advanced Products LLC, 1321 Nelius Rd, Bellville TX, 77418-7121, for the design, development and technical data rights of a prototype Organic Airborne Mine Countermeasures (OAMCM) tow cable connector for use with the AN/AQS-20A program and provide training in re-termination of cables using the connector. This purchase is unsuitable for full and open competition for the following reasons. The government does not own the rights to the technical data package for the original connector design. Seacon Advanced Products LLC owns the original design for these connectors and therefore possesses the knowledge and expertise required to provide the services for this requirement.
