- This Sources Sought Notice is a mechanism for obtaining feedback from industry in regard to the general requirement stated below. This is not a synopsis for a Request for Proposal (RFP). The notice is a market research tool to determine potential sources prior to the issuance of a RFP. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this Sources Sought Notice. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T), is the primary Research and Development (R&D) arm of DHS. S&T is tasked with researching and accessing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help federal, state, and local governments protect the homeland. S&T has the responsibility to prepare future generations of scientists and engineers to protect the Nation by giving qualified researchers the opportunity to work along side S&T professionals to develop the tools to protect Americans. DHS S&T takes a multi-disciplinary approach to addressing issues of homeland security and seeks candidates with expertise in the physical, biological, engineering or social sciences. DHS S&T is planning to award a contract to a contractor capable of supporting S&T host offices by providing highly trained scientists and engineers (fellows) who will contribute their scientific, technological, and engineering knowledge and expertise and external perspectives to the broad range of issues that DHS addresses. The proposed contract is for a one year base period and four one year options. The anticipated contract award date is January 1, 2010. The prospective candidates selected by the contractor must demonstrate exceptional competence in areas of science or engineering; have excellent written and oral communication skills; have the ability to work in an interdisciplinary setting with policy-makers and other non-scientific partners; be cognizant of and demonstrate sensitivity toward political and social issues; and, perhaps most importantly, have a strong interest and experience in applying their knowledge toward the solution of homeland security threats and issues. Areas of focus and support include: explosives detection, social and behavioral sciences, risk, economics, and decision science, human factors, chemical threats and countermeasures, biological threats and countermeasures, food and agriculture security, transportation security, border security, immigration studies, maritime and port security, infrastructure protection, natural disasters and related geophysical studies, emergency preparedness and response, communications and interoperability, and advanced data analysis and visualization. The contractor will invite applications from individuals in any physical, biological, or social science, any field of engineering, or any relevant interdisciplinary field. Applicants must have a PhD, MD, DVM, Dr.PH, or an equivalent doctoral-level degree by the application deadline. Individuals with a masters' degree in engineering and three years of post-degree professional experience may apply. Federal employees are not eligible for the fellowships. Applicants must be US citizens. The fellowships will be for one-year appointments, potentially renewable for up to four additional years. Stipends will be provided by the contractor to the fellows in amounts consistent with a candidate's education, experience and salary history, with allowances for health insurance, relocation and professional travel. Placement at DHS will be arranged with the assistance of the contractor, and will reflect the Fellow's interests and expertise. The contractor will be responsible for identifying, reviewing, screening, and recruiting candidates through a competitive selection process from a broad array of backgrounds and a diversity of geographic, disciplinary, gender, and ethnic perspectives, coming from a range of sectors including academia, industry, and NGOs. The contractor will conduct placement interviews with selected candidates and agency host offices to insure compatibility between projects, expertise, and interests, match finalists with DHS offices, and issue offer letters to confirm final assignments. The contractor’s managers and other staff shall collaborate and interact regularly with cognizant DHS personnel throughout the entire placement process. Responses to this sources sought synopsis, including capability statements, should be no more than five (5) pages). Any material submitted should be at the unclassified level.
