Description
In accordance with the requirements of Section 3.2.2.4 of the Federal Aviation Administration (FAA) Agquisition management system (AMS), this public announcement is hereby issued to declare the intention of the FAA to award a contract on a sole source basis to Siemens Airfield Solutions of Columbus, OH. The first phase of the contract will provide for a study to determine if it is technically feasible to develop a Medium Intensity Approach Light System with Runway Alignment Indicator Light (MALSR) Light Emitting Diode (LED)/ Infrared (IR) lamps. If the study concludes that the MALSR LED lamp design is technically feasible, then the FAA will proceed with phase II and direct Siemens to develop, design, manufacture, and test MALSR LED/ IR prototype lamps. The test phase of this contract will include Design Qualification Testing (DQT) and Operational Testing (OT). If the testing concludes that the MALSR LED lamps meet the draft MALSR LED Lamp Replacement Specification, FAA-E-2991 requirements and the operational requirements, Siemens will deliver a design package that may be used by the FAA as the basis for a competitive 100% Small Business set-aside procurement for production of these lamps. This activity will assist the FAA in adapting LED/IR lamps into MALSR approach lighting systems in the National Air Space (NAS). The total value of this sole source award is estimated to be approximately 2.2M If there are any further inquiries, please contact Don B.
