The Solicitation requires that offerors be licensed in all primary area states. Will the NPS accept firms that have the capabilities to obtain licenses for the rest of the primary area states when projects have been identified and solicited? Answer: Submittals will be evaluated based on the information contained therein to determine which firm(s) is/are the most highly qualified. Therefore, firms are required to demonstrate in their submittal that they either currently have the required licenses and registrations, or provide a detailed narrative demonstrating how they would obtain registration in each state. The narrative should demonstrate the firm's detailed knowledge of the requirements for each state, as some states have more stringent requirements than others. 2.
