Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a contract on a sole source basis to the Alaska Department of Fish and Game (ADF&G), in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Minerals Management Service anticipates awarding a contract to the ADF&G for a study to monitor walrus behaviors, including paths of migration, movements between resting and feeding areas, social behavior, and use of habitat. Specifically, this study requires that ADF&G empower Native hunters to instrument walrus and conduct surveys of haulouts near coastal villages. Thus, a very high level of coordination between Federal and State agencies, and Native Subsistence Organizations and hunters is required to successfully complete this project, with an objective of only minimal impact on subsistence activities. It is anticipated that this effort will continue for five years, with the first year funded in an amount of $300,000. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, any information received by the Point of Contact (POC) listed below, by close of business on Monday, April 20, 2009, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
