- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the Western Transportation Institute (WTI) College of Engineering at Montana State University for the co-sponsorship to conduct and organize the conference for the National Rural Summit on Traffic Safety Culture at the Montana State University on June 22, 2009. WTI is uniquely qualified to perform the National Rural Summit on Traffic Safety Culture conference for the following reasons: it is the only entity that is a USDOT University Transportation Center, that is focused on primarily rural transportation and safety; it has an extensive history of research on rural traffic safety culture; it houses a suite of driver simulators to address rural human factors issues; it also represents a State with the worst State fatal crash rate VMT (Montana); and it has the institutional capacity to organize and publicize outreach efforts such as this summit on a national scale for the required date of June 22, 2009. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. This is a Simplified Acquisition and the anticipated award date is April 17, 2009.
