QUESTIONS AND ANSWERS OPIC-09-R-0034 1. Question : How many incidents are reported on average per month which relate to this service? Answer : Varies month-to-month; approximately once per month. 2. Question : How many deployments on a weekly, monthly and quarterly basis are required of the content management system? Answer : Approximately 1-2 per year. 3. Question: Does OPIC have an incident management system? Does the contractor need to provide one? Answer : OPIC does not have an incident management system in place, and there is not a requirement for one. 4. Question : How many incidents are reported to request updates/maintenance for the website on a weekly, monthly, and quarterly basis? Answer : Varies; approximately 1-4 per month. 5. Question : How many projects are planned for the next year? Answer : Not yet determined. 6. Question : Are the planning and consulting additions/changes constrained to the current website functionality or does this service require exploration of new features, enhancements, or functionality that may require changes to the application architecture? Answer : This includes changes to the current functionality, as well as to new features or enhancements that become necessary or desired. 7. Question : Is there any historical data or additional data regarding how many changes need to be considered on a weekly, monthly, quarterly basis to support the planning of these changes for this contract? Answer : Varies; see #2 above. 8. Question : What is the current website physical and software architecture? Can a full description of all COTS products and an estimate of the lines of code and number of pages be provided. Answer : OPIC is using a.NET web server with Windows 2003 Standard Edition operating system, 8GB disk space, and 360 GB monthly transfer. There are approximately 558 PDFs on the site and 407 webpages. 9. Question : Will the content for the OPIC newsletter be the responsibility of the contractor or of OPIC? Answer : Content is the responsibility of OPIC; design, lay-out and some photos, as well as the conversion to PDF are the responsibility of the contractor. 10. Question : Who is the incumbent contractor? Answer : Omni Studio 11. Question : Is the incumbent contractor allowed to bid on this solicitation? Answer : Yes 12. Question : Is the current opic.gov web site hosted by the contractor or by OPIC? If the contractor, does the hosting contract allow for it to be transferred to a new contractor? Answer : The web server is hosted by HostMySite.com 13. Question : What was the spend on this effort last year with the incumbent contractor? Answer : Approximately $7,000. 14. Question : It is not clear what kind of pricing OPIC is expecting? - Firm Fixed Price per year, Time & Materials etc. What kind of price do you want us to quote? Answer : The annual pricing should be done on a fixed price basis. However, if there are any required changes, the fixed price would have to be modified. 15. Question : How many person-hours of effort were expended by the last contractor for the last one year in supporting this contract? Answer : Varies; approximately 1-4 requests per month. 16. Question : Updating changes to the site in 90 minutes - we assume these to be content changes such as words, links and pictures and not complete redevelopment of a portion of the site. Is that correct? Answer : The contractor must respond to OPIC within 90 minutes with either the completed job or a status update if the update can not be made within 90 minutes. 17. Question : Electronic newsletter - what is the format? Such as HTML, PDF? Answer : PDF 18. Question : Electronic newsletter - is it emailed out as a complete newsletter or as a link back to the web site? Answer : Link back to web site. 19. Question : How many web servers and database servers are used by the site? What operating system do these servers run? Answer : OPIC is using a.NET web server with Windows 2003 Standard Edition operating system, 8GB disk space, and 360 GB monthly transfer. Question : What is the application server software if one is used? Answer : See #19 22. Question : What is the database software if one is used (SQL Server, Oracle, MySQL etc). Answer : SQL Server 23. Question: What is the typical daily, monthly and yearly traffic to the site (unique visitors, page views) Answer : In February 2009, OPIC.gov had 82,769 visits, 21,063 unique visitors, and 276,005 page views 24. Question : Where is the OPIC web manager located? Answer : Location is at the OPIC facility in Washington, DC. 25. Question : Item #4, Hosting Administration and on call support - calls from who? What time frames? Which days? How many calls on average per week? Answer : Calls from web manager Mon-Fri, 8-5, varies. 26. Question : If you need 5 of our references to complete questionnaires and for those to be included in the proposal packet, April 6 is too short a time period. We request an extension of the due date by two more weeks. Answer : Extensions will not be given at this time. The due date is April 8, not April 6. 27. Question : What is the current contract amount? Answer : It is a continuation of the overall web site redesign contract 28. Question: Who are the other contractors bidding on the RFP. Answer: We have no information about the other contractors bidding at this time. That information will be provided to us after all proposals have been completed and reviewed. 29. Question: Can you please provide the aggregate compute capacity of your server environment, including aggregate CPU, aggregate Storage, aggregate RAM. Answer : OPIC is using a.NET web server with Windows 2003 Standard Edition operating system, 8GB disk space, and 360 GB monthly transfer. Question: Can you please provide the power requirements for your current server environment, including the count and types of power whips (ie 60 20AMP 208 and 6030AMP 208). Answer : OPIC is using a.NET web server with Windows 2003 Standard Edition operating system, 8GB disk space, and 360 GB monthly transfer. The web server is hosted by HostMySite.com, who has 24X7 e-mail and phone support. 33. Question: What kind of security needs to be put in place to support this application? Answer : IDS/IPS, Firewalls, Log Aggregation, etc? Security is already in place. 34. Question : Is there a SAN requirement? If so, how much? Answer : HostMySite takes care of it. 35. Question : Backup? Is tape required? Encrypted? Answer : HostMySite takes care of it. 36. Question : Any special connectivity requirements? Answer : Access is available through standard FTP. The web server is hosted by HostMySite.com 37. Question : What are the connectivity access speed requirements? How many mbps? Answer : HostMySite takes care of it. 38. Question: What is the expected growth rate of the infrastructure? Answer : Unknown at this time. 40. Question : Will there be load balancing needed? Answer : Unknown 41. Question : What OS(s){Windows 2000/03/08 - coming soon, RHEL ESv4 & ASv4, RHEL 5}, and DB(s) {Oracle 9i, Oracle 10g Standard & Enterprise which can include RAC, MS Sql 2000/05 Standard & Enterprise, MY Sql} are they planning on running? Answer : OPIC is using a.NET web server with Windows 2003 Standard Edition operating system. 42. Question : What government regulations do they need to comply with for this hosted solution? Answer : The site currently meets government regulations. 43. Question : Will this site(s) be utilizing web 2.0 features? What type of content will be generated by the clients using this site(s)? Answer : OPIC is using a.NET web server with Windows 2003 Standard Edition operating system 44. Question: What is the expected install timeline and go live date? Answer: The web site is live.
