Description
This proposed procurement is to be unrestricted. The associated NAICS is 237310, with a size standard of $33,500,000. This is single step procurement which will be advertised as a Request for Proposal (RFP); this is not a RFP. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package issuance on or about 17 April 2009. Proposals will be due on or about 20 May 2009. The estimated cost of construction is between $10,000,000.00 and $25,000,000.00. Completion of work required is no longer than 480 calendar days. The forthcoming requirement will consist of both contractor qualifications, and technical/cost proposals to be evaluated. This anticipated RFP will require separate technical and cost proposals to be submitted in anticipation of a Best Value with Tradeoff award of the project. Technical criteria evaluation factors will include experience in relevant projects, additional experience on relevant projects which would be equivalent to scope of this project, cost, past performance based on previous contracts similar to this project and providing narrative and schedule (i.e., aggressively start, key activities, and traffic management). The project is titled as Main Post Infrastructure Phase I Road, Utilities and Security Improvement and is located at Fort Belvoir, Virginia which is located ~ 25 miles south of Washington, DC. The scope of work includes: widening ~ 5,500 ft of the existing two (2) lane Belvoir Road by an additional two (2) lanes from Route 1/Richmond Highway to 12th Street including a new Roundabout; demolition of a small gatehouse at Belvoir Road entrance; widening ~7,000 ft of the existing two (2) lane Pohick Road by an additional two (2) lanes from Route 1 to Gunston Road/12th Street; intersection improvements at Route 1 and Belvoir Roads and Route 1 and Pohick Roads, associated traffic control, curb/gutter, storm water management structures, storm water detention ponds and underground detention systems; relocation of impacted utilities, installation of new utilities, traffic signals and street lights; construction of new brick entry signs and main entrance gates, new cross walks and sidewalks, roadway signage and pavement markings; and landscaping. A new Traffic Signal at the intersection of Gunston Road and Gorgas Road will be installed along with a ~7,000 ft of 12 inch ductile iron pipe sanitary sewer force main along Pohick Road and a ~2,500 ft of 12 inch ductile iron pipe sanitary sewer force main near Theote Road. Alternative work day and night work schedule will be permitted in designated areas outside residential areas. Coordination with other on-going adjacent construction projects and separate security upgrade project will be required. All responsible sources may submit a proposal which will be considered by the agency. The solicitation will be provided in an electronic format, free of to all registered plan holders. The medium through which the Government chooses to issue this solicitation will either be via the Internet or CD to pre-qualified offeror. The solicitation will not be issued in paper. Contractors requests for this solicitation will be submitted through Army Single Face to Industry (ASFI). All deliveries, packages, etc. of more than one box or container must be bound together by tape or other means.
