- Description
- Vegetative Maintenance RFQ Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. AG-0546-S-09-0002 is issued as a Request for Quotation (RFQ). The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This RFQ is being conducted as a set-aside for small businesses. The associated NAICS code is 561730: size standard of $6.5 million is applicable. USDA-NATURAL RESOURCES CONSERVATION SERVICE has a requirement for a non-personal service to furnish all labor, equipment, and incidentals to perform vegetative maintenance in accordance with the attached statement of work, specifications, drawings, and terms and conditions on 13 Wetlands Reserve Program (WRP) easements in Grays Harbor County, Washington. Please refer to the attached bid schedule, statement of work, and specification for requirements for a listing of contract line items, quantities and units of measure as well as a complete description of requirements. Work is to commence within 3 days after award notification and be completed no later than July 15, 2009. The provision at 52.212-1, Instruction to Offerors—Commercial, applies to this acquisition (there are no addenda to this provision). The Government will evaluate quotes submitted in response to this RFQ, which meet the requirements in accordance with the factors listed below. Failure to provide the minimal information needed for each factor may render a quote as non-responsive. This section is intended to explain the rationale and minimum criteria by which quotes will be evaluated by the Government. Offerors shall prepare quotes with these criteria in mind, both in terms of content and organization, in order to assist the Contracting Officer in determining the relative merit of quotes. Offerors are advised that they are not restricted in what is presented in their quote as long as sufficient materials are provided to allow evaluation of specific elements of quotes as defined by the evaluation factors. The Government will award a firm-fixed price contract resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement; price; and past performance. Technical capability and past performance, when combined, are approximately equal when compared to price. Offeror shall provide the above information for all proposed subcontractors who may be utilized to perform services under this contract. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. In addition to other factors, quotes will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed that for the purpose of evaluating quotes, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation and individual awards will be for the items or combination of items that result in the best value to the Government, including the assumed administrative cost. INSTRUCTIONS FOR RESPONDING TO EVALUATION FACTORS Quotes submitted in response to this solicitation shall furnish the information requested below, both for the prime contractor and any proposed subcontractors, which pertains to the pre-selection criteria and evaluation factors disclosed.
