- The Federal Bureau of Investigation (FBI) intends to award a firm fixed-price, indefinite delivery / indefinite quantity one (1) year contract with four (4) option periods on a sole-source basis to Applied Biosystems Group Inc, 850 Lincoln Centre Drive, Foster City, CA 94404, under the authority of FAR 6.302-1. Applied Biosystems is the only company that can provide the requested DNA analytical reagents, consumables and FBI installed replacement parts not covered under any warranty. These reagents, supplies and parts include, (but are not limited to), the following: Profiler Plus ID amplification kit, Cofiler amplification kit, Identifiler amplification kit, 3130 XL Capillary Electrophoresis consumables, and 3730 Capillary Electrophoresis consumables, repair parts such as new syringes or buffer vials. The reagents and consumables from Applied Biosystems underwent an extensive developmental validation. The validation studies were done as mandated by the Quality Assurance Standards for Forensic DNA Testing Laboratories and Convicted Offender DNA Databasing Laboratories issued by the FBI Director, as well as the American Society of Crime Laboratory Directors. The Laboratory Division is unable to use any other reagents or consumables as the validation studies concluded that the reagents and consumables from Applied Biosystems outperformed other commercially available reagents and consumables. This notice of intent is not a request for competitive proposals. However, interested parties are advised that no solicitation document is available for this requirement and may identify their interest and capacity by submitting a capabilities statement by April 13, 2009. The capability statement must reference FBI/LD Number 09-P-0033623. The capability statement should be delivered to the FBI Academy, Laboratory Building, Room 1314, Quantico, VA 22135, Attn: Lynda M. Theisen, Contract Specialist or by email to Lynda.Theisen@ic.fbi.gov. The Government will not pay for any information received.
