- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Carl Zeiss MircoImaging, One Zeiss Drive, Thornwood, NY10594 The reference number NHLBI-PB-(HL)-2009-119-DDC. The item to be purchase is: LSM 510 405NM upgrade to existing VIS Systems S/N 243200101, catalog number 00000014`3749000, quantity one (1) each. The Government’s estimated expected delivery date is 12 - 14 weeks after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the mission of the NHLBI Light Microscopy Core is to serve the diverse microscopy imaging needs of NHLBI-DIR investigators. This research includes many areas of cell biology across the institute. One of the laboratory’s main core microscopes, a Zeiss point-scanning confocal microscope, requires a laser upgrade. The required upgrade must be the Zeiss LSM 510 405NM laser, to support an existing microscope. The upgraded system will require the following; New beam-steering optics, emission filters, and fiber optic couplings.The current system must be shipped back to the manufacture for complete upgrade and installation; the services cannot be performed at the National Institutes of Health campus. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing, Size Standard is 500 employees. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2009-119-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention Deborah Coulter.
