Description
This announcement is for the purpose of soliciting names of firms interested in submitting a proposal on the project described below. Project Scope: Close Air Support (CAS) Parking Apron at Al Udeid, Qatar. The CAS Parking Apron shall be Portland Cement Concrete pavement. It will have a new asphalt/concrete taxiway, connecting it to the runway, and have paved and unpaved shoulders, edge lights and area/security lights. New fuel transfer lines routed from the Bulk Fuel Farm, a supply and return line for the CAS Parking Apron, one fuel storage tank, electrical building, filter building, transformer building, and fuel hydrant pits with appropriate cathodic protection. Period of Performance: 600 calendar days from Notice to Proceed. Contract Amount: $25- $100 million. Contract procedures: The government will furnish two (2) copies of the CD-ROM(s) containing the official solicitation to all offerors at no charge. Paper copies of the solicitation and the additional copies of these CD-ROMs are not available. This will be a Best Value Award requiring both a price and non-pricing proposal in hard copy. Non-pricing factors will include, at a minimum, management capability with sub-factors, experience, and past performance. Complete evaluation criteria and order of precedence will be conveyed with the solicitation document. Tentative date for issuance is 15 May 2009. Tentative date for receipt of proposals is 19 June 2009. Prime construction firms interested in receiving this solicitation shall address their written request to Transatlantic Programs Center, ATTN: Wilhelmina Booker, CETAC-CT-M, P.O. Box 2250, Winchester, VA 22602-1450 or faxed to 540-665-4033. The request shall state the name of the firm, mailing and shipping addresses, telephone and fax numbers, Email address, point of contact, and must reference the solicitation number. CD ROMs will only be furnished to prime construction firms. Sub-contractors and suppliers must obtain information from prime construction firms. CD ROMs will not be provided to Plans Rooms.
