- Duration of Contract Period: 1 Year Electronic procedure will be used for this solicitation. This is a Total Small Business Set Aside. This is a requirement for the remanufacture/re-core and modification of the F-16 Heat Exchanger. The contractor shall provide all labor, facilities, equipment and all material to accomplish remanufacture/re-core and modification, test, packing, preservation and packaging of the F-16 Heat Exchanger. A firm fixed price type contract is contemplated. The solicitation number will be FA8118-09-R-0040. The items and quantities are as follows: Item 0001: Remanufacture/Re-core/Modify NSN: 1660-01-046-0943 and/or 1660-01-331-0068, P/N: 764967-5 and/or 764967-7 and L8742918-1; Applicable to F-16 aircraft; Quantity: 36 each. Item 0002: Over and Above Work Item 0003: Data IAW DD1423s. Deliveries are to be in accordance with instructions received from the Production Management Specialist prior to shipment(s): on or before 6 each per month 30 days after receipt of order and reparables. The item shall be remanufactured/re-cored and tested IAW the Original Equipment Manufacturer (OEM) Specifications. If the OEM specification does not address the re-core procedures or the process is proprietary to the OEM, the end item shall be overhauled IAW the contractor's developed procedures. In case of utilizing a developed re-core effort, contractor may propose their developed procedure along with substantiation documents for evaluation and possible approval. An IPE may be required. APPROVED SOURCES: Limco-Airepair, Inc., Wall Colmonoy Corporation and Elite Aerospace, Inc. The approximate solicitation issue date will be 20 Apr 09 closing 20 May 09. PR NUMBER: FD2030-09-07214 NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
