Description
This is a combined synopsis/notice of intent for the purchase of a Bond MaX fully automated IHC and ISH Staining System from Leica Microsystems Instruments in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI9067. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-31. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a not a small business set-aside. The Bond Max fully automated IHC and ISH staining system will be used for immunohistochemical (ICH) processing of large number of tissue sections IN situ hybridization (ISH), and high throughput Tunel. The main objective of the studies are to futher evaluate the level of attenuation, immunogenicity, and protective efficacy of new TBEV vaccine candidate viruses, and to find those that will both safe and highly immunogenic. The North American Industry (NAICS) Code for this acquisition is 334516, and business size standard is 500 employees. The National Institute of Allergy and Infections Diseases (NIAID) intends to procure the following components which includes (1) Bond Max Processing Module, 2) Bond System Control Kit. The Government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the Agency. FAR 52.212-1instructions to Offerors-Commercial Items; Offerors must include with their offer a completed copy of the Provisions FAR 52.212-3Offeror Representations and Certifications-Commercial Items: FAAR 52.212-4 Contract Terms and Conditions of Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items. To be considered for an award, offeror must have completed the electronic Representations and Certifications located at http://orca.bpn.gov/, and must register at WWW.ccr.gov prior to award, during performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. All responsible sources may submit an offer that will be considered by this Agency. Offers must be submitted no later than 3 P.M. Eastern Standard Time on April 20, 2009.
