Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued for the solicitation number RFQ9046 being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-31. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 325414, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a standing order of cytokine assays. The following products may be acquired under this acquisition: Item/Description/ Quantity: (1) Mouse Cytokine 23-plex Assay 1x96, includes coupled magnetic beads, detection antibodies, standards, assay buffer, wash buffer, detection antibody diluent, streptavidin-PE, filter plate, sealing tape, standard diluent, sample diluent for the detection of the IL-1alpha, IL-1beta, IL-2, IL-3, IL-4, IL-5, IL-6, IL-9, IL-10, IL-12 (p40), IL-12 (p70), IL-13, IL-17, eotaxin, G-CSF, GM-CSF, IFN-gamma, KC, MCP-1 (MCAF), MIP-1alpha, MIP-1beta, RANTES, TNF-alpha, qty-5; (2) Mouse Cytokine Group 9-plex Assay, 1x96, includes coupled magnetic beads, detection antibodies, standards, assay buffer, wash buffer, detection antibody diluent, streptavidin-PE, filter plate, sealing tape, standard diluent, sample diluent for the detection of FGF basic, IL-15, IL-18, LIF, M-CSF, MIG, MIP-2, PDGF-BB, VEGF, qty-5; and (3) Hu Cyto Group 1 27-plex, 1x96, qty-5. The following factors shall be used to evaluate offers: 1) price, and 2) technical capability to meet required specifications of product. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. There will be 5 schedule shipments for the requirement. The FOB point shall be Destination. The government will award a fixed price purchase order to the responsible contractor. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included, which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. (B) (1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. The CCR website is www.ccr.gov. All responsible sources may submit offers that will be considered by this agency. Offers must be submitted no later than 5:00 PM Eastern Standard Time (EST), Monday, April 20, 2009.
