- This procurement is being solicited as "UNRESTRICTED" TO LOCAL CONTRACTORS WITHIN JAPAN with the intent to award a Firm Fixed Price Construction contract for Whole House Restoration, Monzen Town houses, Phase 2, U. S. MCAS Iwakuni, Japan. This project is for the whole house renovation of 54 - four (4) bedroom housing units. The work includes enclosure of the service court; provision of an entry cover at the main entrance; replacement of kitchen base and wall cabinets, toilet and bath fixtures and accessories, wall, floor and ceiling finishes, closet door and shelving, all interior and exterior doors complete with hardware, windows, built-up roofing system, electrical, fire alarm and communication system to include wiring, switches, circuit breakers in existing panel boards, exterior electrical distribution system, plumbing and ventilation system; interior painting; restoration, cleaning and other incidental work as described on the plans and specification.This contract will have a base and eleven (11) additive items due to budget constrains and unpredictability of bids. The estimated value is between $5,000,000 and $10,000,000. The contract shall be completed within 950 calendar days (including administrative work) after the date of Award will be made to the most responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering technical and price evaluation factors.The Government intends to issue the Request for Proposal (RFP) by posting Bulletin board because Government wants more competition.The Request for Proposal (RFP) will be issued on or about 17 April 2009 with proposal in yen within a closing date of 02 June 2009. The entire solicitation, including Specifications and drawings will be provided on a CD, and available to be picked up at NAVFAC FE ROICC Iwakuni office, Bldg. 360, MCAS Iwakuni, Japan. A pre-proposal Conference is scheduled at 09:30 AM on 27 April 2009, at Bldg.360, ROICC conference room. Site visit is scheduled at 10:00AM on 27 April 2009 after the pre-proposal conference is over.
