- The purpose of this Sources Sought Synopsis is to determine if there are any businesses available who are capable of performing the effort described herein. The 18th Contracting Squadron located at Kadena Air Base, Japan is seeking sources to provide the following: The upgrading of the 18th Component Maintenance Squadron's (CMS) four-bay engine test equipment/software. 18 CMS currently operates the only four-bay engine test cell facility in the Pacific Air Forces. This test facility's equipment and software performs the following tests, list below is not all inclusive, on F110-GE-129 and F100-PW-220 engines. However, due to a lack of parts availability the USAF is contemplating the upgrade of the facility's equipment/software. The contractor must be able to provide for all supplies, transportation, and labor requirements to fulfill the entire requirement. The performance period is to be determined. • Engine Start Procedure • Engine Vibration Analysis • Core Run-in Procedures • Engine Acceptance • Acceleration/Deceleration Procedures • Primary Functional Check Procedures • Secondary Functional Check Procedures • Idle Functional Check Procedures • Ignition System Functional Check • Thrust Parameter Check • Engine Shutdown • PT6 VS PAB Check This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is in support of market research being conducted by 18 CONS to identify capable potential sources. Contractors responding to this shall submit the following information to: Tamara Feist-Hatfield, email: tamara.feist-hatfield@kadena.af.mil and to Capt Bennet Burton, email: bennet.burton@kadena.af.mil Response Date: April 21, 2009. 1:30 JST either by e-mail (above) or postal to: Tamara Feist-Hatfield (18 CONS/LGCA), Bldg 732, UNIT 5199, Kadena Air Base APO, AP 96368-5199. If you are interested in reviewing the existing building specifications/blueprints, please contact the above POCs. Required Submittal: Contractors must submit, by the due date listed above, the following: 1. A brief introduction into the company, including CAGE Code, business size and a description of relevant contract experience with Government or commercial customers. 2. Answer the following questions (10): 1 - How long would it take to implement from award time, including design and installation time, based on provided blueprints? 2 - To what extent would you require major renovations to the existing facility (e.g., removal of walls, complete electrical re-wiring, etc.)? 3 - How long can you support the system? Months? Years? 4 - Could you upgrade the facility without interfering with the operation of the other 2 testing bays? 5 - Do you have any prior experience with this type of requirement? 6 - Do you typically provide training or technical support for the system? 7 - Would your system be able to operate F110-GE-129 and F100-PW-220 engines? 8 - Would it be to support possible future engine upgrades (e.g., F119-PW-100 (F22) or F-135 (F35))? 9 - How will you support repairs and replacement of parts? 10 - Rough Order of Magnitude (ROM) cost estimate? 3. A description of relevant contract experience, include a reference to the contract number, magnitude, place of performance, and points of contact for each example provided, especially if related to the above questions(name of the point of contact, address, e-mail, telephone number, fax number, and company's web page, if applicable). Submitted information shall be UNCLASSIFIED. 4. Evidence that items provided will be commercial, non-developmental in accordance with FAR Part 12. 5. Any other information you think we need to evaluate your capabilities Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposal nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. Experience Documentation: The offeror shall provide a summary of experience in providing Transfer Vehicles, 463L pallet conveyor systems and a multi-pallet lift. An offeror who cannot demonstrate such experience, verifiable through contracting and or visiting the offeror's past customers to determine the success of these systems shall be deemed technically unacceptable. As a minimum, the summary shall include the following information for the projects proposed as relevant experience: Customer Company Name Installation Location Date of Customer Acceptance Is the system still in use? The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the offeror's experience. Contract Details: This acquisition will be open to all type businesses, meeting the Contractor Experience criteria, using commercial buying procedures. Commercial item and non-developmental items are procured under FAR Part 12 procedures. A firm-fixed price type pricing arrangement will be utilized for this requirement.
