- CFL and Occupancy Sensor Delivery Schedule CFL and Occupancy Sensor Salient Characteristics This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This acquisition will be competed as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The North American Industry Classification System (NAICS) is 335110. The Air Combat Command AMIC/PKA, Langley AFB, intends to procure a quantity of 19,275 - 13 watt Compact Florescent Light bulbs (CFLs), a quantity of 22,300 - 26 watt CFLs, and a quantity of 510 Dual Technology Occupancy Sensors (OS/DT) to be delivered to 15 Air Force bases in the United States. See Attachment 1 for salient characteristics and Attachment 2 for multiple delivery locations. The contractor shall supply all items and deliver FOB destination not later than the delivery date of 20 April 2009. Attachment 2 lists the breakout of the items required to be delivered at each of the 15 locations along with the ship to addresses. Offerors quoting an "or equal" item must provide a detailed description including manufacturer part number and literature with proposal. Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards. The following factors shall be used to evaluate offers: (a) Technical Capability (b) Delivery Schedule (c) Price Offerors must meet the technical capability criteria by having any "or equal" submittals approved by the Government. Offerors must meet the delivery schedule criteria by providing the required items Not Later Than (NLT) 20 April 2009. Deliveries must be made in full by the required NLT delivery date. The Government will evaluate the offerors delivery schedule for each individual item as a "pass" or "fail" based on whether or not the offeror possesses the ability to make full delivery prior to the NLT date required for each item. Offerors lacking the ability to deliver a particular item by the required NLT delivery date will not be considered for award of that item, exception to follow. Those offerors with the capability of delivering prior to the NLT date will be evaluated on their price for those items. The Government will not apply any type of special consideration to offerors that may be able to deliver items earlier than the required NLT delivery date. The Government may make multiple awards in order to obtain the best overall value for the Government. In the case of offerors not being able to meet the NLT delivery date for a particular item, award may be made to the offeror providing the delivery date closest to the NLT date requested. The offeror should provide the earliest date in which they can make delivery. Changes to the solicitation or accompanying documents will be made via amendment. It is the offeror(s) responsibility to monitor the Internet for the release of any further information pertaining to this combined synopsis/solicitation. Offerors are reminded that all communication must go through the ACC AMIC/PKA office and POCs designated within the solicitation.
