- concrete block drawing This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued by the Federal Highway Administration (FHWA), Simplified Acquisitions Department, as a BRAND NAME or EQUAL Request for Quotation (RFQ) with the intent to procure pre-fabricated bridge spanners and precast concrete blocks to be delivered prior to July 1, 2009. Quotes are to include delivery to Olympic National Park in the State of Washington. This solicitation is a SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code is 332312 with a size standard of 500 employees. The estimated price range for this procurement is >$75,000 and <$155,000. The Government will award a Firm-Fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming with the solicitation will be most advantageous to the Government. See Clause 52.212-2, below, for evaluation criteria. Solicitation No. DTFH70-09-Q-00003, prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31. It is the responsibility of the contractor to be familiar with applicable clauses and provisions. FAR Provisions and Clauses may be viewed and/or downloaded from http://www.arnet.gov/far/. Once this combined synopsis/solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Description of requirement: Yard King Bridge Spanner Model SP S-407240-2, or equal And precast concrete block footing abutments. Delivery required prior to July 1, 2009 Delivery to project site: Olympic National Park, near Quinault, WA. Project site location map will be provided upon award. Offloading will be handled by the Park. ITEM 1: Yard King Bridge Spanner Model SP S-407240-2, or equal: Quantity 6 ea With added wheel guard factory welded along each outside edge of the structure. It shall be a minimum of 10 inches above the deck and shall cause tire/wheels to deflect back onto the deck. Salient physical characteristics: Length 40 ft.; width 6 ft. – designed for 2 to be positively joined together, using simplified methods available in the field; each section not to exceed 12,500 pounds gross weight; 80,000 lb combined cap. HS20 design load or better. Units, including wheel guard, shall be cleaned to base metal and prepared with a rust prohibitive primer. Units shall receive a final paint coat of brown or dark green. Certifications required. ITEM 2: Precast concrete blocks, 3,500 psi concrete 14 ft. L x 2 ft. W x 3 ft. H. Quantity 6 ea. (note: two 7 ft. L to make up each 14 ft. span will be considered) Blocks shall be continuously reinforced with No. 4 rebar, standard overlaps 3 inch min. concrete cover, 3 horizontal loops w/vertical loops holding the horizontal together, at all faces. A steel plate.25 inch x 12 inch wide, full length of the block, shall be centered along the top using welded embedment lugs, set into the concrete at the time of casting. Lug size minimum.75 inch x 8 inch deep, Lifting loops or lugs capable of supporting the entire weight of the concrete block during lifting and setting shall be set into the concrete within the outer 12 inches, near the center of the blocks. See attached drawing for visual of specifications. The following factors shall be used to evaluate offers: Product specifications and price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
