- This is a combined synopsis/solicitation prepared in accordance with the format contained FAR Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A QUOTE IS REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes shall reference Request for Quotes (RFQ) number W911RZ-09-T-0141. This announcement incorporates provisions and clauses in effect through Federal Acquisition Circular 05-30. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. This requirement will be a 100% set aside for Hubzone. The NAICS code for this procurement is 332311 with a small business size standard of 500 employees. Quotes shall include pricing of: CLIN; ITEM DESCRIPTION; QTY;U/I 0001 Double Unit Non Live Fire Urban Training Building - 6ea Description: 40L X 16W Reconfigurable, mobile, modular training building designed for non live fire. urban training. 1 door (right side front) and 2 windows on the front and back of building, 1 door left side back (as looking at it from the front). On opposite side of shipping doors (left side of building), 1 window towards front of building. 1 room with wall facing interior on left side of building. 1 room back left side of building with 1 internal door (outside door opens into this room) 1 room in back right side with a door that opens into interior. Back side 1 door on the left rear, 1 window on the right rear, and 1 window on the left back. Color Tan 0003 MOSQUE Non Live Fire Urban Training Building - 1ea Triple Unit, Single Story with 20ft Container on end Description: 40L X 24W (EY), with 8ft X 8ft X 20ft tower/steeple, Reconfigurable, mobile, modular training building designed for non live fire urban training. Front of building (as you are looking at it in picture 1) Double door entry, no windows on the front, enter into an 8ft x8ft foyer with a door on the left and right that both open toward the foyer. Each doorway leads to another 8ft x 8ft room with an open doorway leading to an open bay room of 30ft x 24ft. There are 2 windows on the side walls of the open bay room, and a doorway on the far end of the right wall, and a second doorway on the far end of the front wall that leads to the tower/steeple. The tower/steeple contains a staircase, to the second level and a door to the rooftop of the open bay room. The staircase may be a single staircase, or 2 staircases with a landing. The roof top 40ftX24ft will require a steel safety railing to prevent falls from the rooftop. This requirement is for the design, production, shipping, delivery and setup of buildings manufactured by utilizing 20ft & 40ft standard ISO shipping containers. Exterior walls will have a faux stucco appearance applied. The windows, doors and stairway opening are cut out of the containers. Door frames, and doors are standard size openings 81in high by 30in wide. Windows are 36in X 36in openings, 42in height from floor to the bottom of the window. The arch appearance of windows may be accomplished through the use of lumber framing or by painting the arch above the window opening. Multiple container buildings are joined together to create various shapes and sizes. The joining of buildings can be accomplished by the use of turnbuckle container clamps and spot welding. All stairways or multi-story buildings require safety railings to prevent falls from stairways and elevated balconies. Interior wall partitions are to be constructed of 2in x 4in framing with plywood sheeting. This order includes delivery and set up on site at the Pinon Canyon Maneuver Site. OTHER INFORMATION: ALTERNATE DISPUTES RESOLUTION In furtherance of Federal policy and the Administrative Dispute Resolution Act of 1990 (ADR Act), Public Law 101-552 and FAR Clause 52.233-1, Subparagraph (g) the Contracting Officer will try to resolve all post award acquisition issues in controversy by mutual agreement of both parties. Interested parties are encouraged to use alternative dispute resolution procedures to the maximum extent practicable, in accordance with the authority and requirements of the ADR Act. EMERGENCY MEDICAL TREATMENT Emergency medical treatment will be provided by the Evans Army Community Hospital in order to prevent undue suffering or loss of life. Emergencies will be treated only during the period of emergency and appropriate action will be taken to discharge or transfer such patients as soon as the emergency period ends. Charges for medical care will be at the prevailing rate and at the Contractor's expense. PINON CANYON MANEUVER SITE ACCESS The Contractor is required to obtain a vehicle pass in order to access the Post. This can be done at Building 300 only. Proper state registration (or a rental agreement), proof of insurance, and a valid drivers license are required. Pinon Canyon Maneuver Site military installation is a limited access post with controlled gate openings and closures. Access to the site is available daily from 0630-1700hrs. Unscheduled gate closures by the Military Police may occur at anytime and all personnel entering or exiting the installation may experience a delay in do so due to vehicle inspections, registrations, wearing of seat belts, etc. Delays resulting from such closures or controls shall not result in price or schedule adjustments for the Contractor absent proof by the Contractor that such closures or controls were unexpected and exceptional. All vehicles and personnel are subject to search and seizure of contraband and/or unauthorized Government property. Contractor vehicles (Contractor-owned and personal), Contractor employees, and their personal property shall be subject to searches upon entering or leaving the Installation. FIRE PREVENTION The Contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association in the National Fire Code and other recognized fire prevention agencies and post regulations. OPERATION OF PRIVATELY OWNED VEHICLES Contractor employees operating privately owned vehicles on Fort Carson shall be required to comply with all applicable traffic laws, parking restrictions, and restricted area requirements (FC Suppl. No. 1 to AR 190.5) PROVISIONS INCORPORATED BY REFERENCE: Offerors shall comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quote electronically via email, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, and an overall total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, any discount terms, cage code, DUNS number, tax ID or size of business, delivery days, acknowledgement of solicitation Amendments (if any), warranty information, shipping/handling charges (must be specified), and FOB. To be eligible for an award, contractor must be registered in the Central Contractor Registration (CCR) database. A contractor can contact the CCR by calling 1-888-227-2423 or e-mail at http://www.ccr.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices shall be submitted through Wide Area Work Flow. You can register at https://wawf.ef.mil/index.html. The contractor shall provide in writing a signed copy of the Buy American Act Certificate located at 252.225-7000 Buy American Act--Balance of Payments Program Certificate. The offeror shall provide information concerning at least three (3) but no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last three years from the date of receipt of proposals. Relevant contracts include those where the offeror performed services of a similar scope, magnitude, and complexity as those required under this solicitation. Contracts that provide all aspects of the services required by this solicitation will be considered more relevant than those contracts for only portions of the services required. The evaluation of past performance will take into account information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition. In addition, the Government may use past performance information obtained from other than the sources identified by the offeror. Past performance information is limited to no more than two (2) pages per contract listed. Information submitted should contain at least the following for each contract/reference: - Contract number. - Period of Performance. - Contract Type (i.e., fixed price, time and materials, etc.) - Indicating whether government or commercial contract and the dollar amount. - Include a summary description of any subcontractor and the scope of involvement. - Contracting agency, including name and telephone number of contract administrator, buyer or Contracting Officer. - Type of service provided and number of facilities serviced. The provision at 52.212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offer: technical capability of the item offered to meet the requirement, price, delivery date of NLT 30 days ARO, and past performance. Offers will be evaluated on a pass or fail basis to determine whether the proposed shipping containers meet the salient physical, functional, or performance characteristics identified in the CLINs and scope of work. Contractors shall include in their offer descriptive literature such as illustrations, drawings, or clear reference to information readily available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so.
