Description
The Government intends to award a sole source contract to Heil Trailor International of Athens, Georgia, for production and installation of a Tanker Ballistic Protection System (TBPS) on fifty-six (56) MK970 5,000 gallon tankers currently under production at Heil Trailer International located in Athens, Tennessee in accordance with the MK970 Add on Armor Assembly engineer drawings, Cage # 01365, part No. 07015A0000 and Technical Bulletin 08089B-OP/1. Application of the Ballistic Protection Self Sealing System (BPSSS) requires that such material be applied to all areas of the MK970 5000 gallon fuel tank to ensure that it is not susceptible to fuel leakage when penetrated by small arms fire. The applied BPSSS shall demonstrate a level of performance equal to or better than that demonstrated through Government-conducted ballistic testing at Aberdeen Test Center on 13-15 October 2004 and 04-05 November 2004 and the resultant test report 2005-DT-ATC-M969A-C7453. A tank v! essel TBPS repair kit and written repair procedures will be furnished with each tanker. The MK970A will be marked, stenciled, and data plates applied in accordance with the technical bulletin (Technical Bulletin 08089B-OP/1) and drawing package (Cage # 01365, part No. 07015A0000). All trailers and armor will be painted CARC green. FOB Origin applies. MK970A Production - The contractor shall produce fifty-six (56) MK970A 5000 gallon tanker refueler at a quantity of 10 per month beginning six months after contract award. See Numbered Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
